【摘要】：基于京津冀協(xié)同發(fā)展和促進(jìn)投資與服務(wù)貿(mào)易成立的天津?yàn)I海新區(qū)行政審批局,是天津行政審批制度改革邁出的第一步。中國(guó)行政審批制度改革的生長(zhǎng)點(diǎn)是權(quán)力清單制度。審批制度改革的目標(biāo)是實(shí)現(xiàn)"兩個(gè)統(tǒng)籌",即統(tǒng)籌好抓審批與事中事后監(jiān)管的關(guān)系,統(tǒng)籌好抓制度與服務(wù)、當(dāng)前建設(shè)與遠(yuǎn)景規(guī)劃的關(guān)系。實(shí)現(xiàn)"兩個(gè)統(tǒng)籌"要聚焦于體制創(chuàng)新、機(jī)制創(chuàng)新、審批流程化、優(yōu)質(zhì)審批服務(wù)和審批效率。中國(guó)行政審批制度改革過(guò)程中依然存在權(quán)力基礎(chǔ)不明晰、審批權(quán)力不受制約與責(zé)任監(jiān)督未能落實(shí)以及審批程序不規(guī)范等瓶頸。要以權(quán)利保護(hù)為價(jià)值取向,從思維、法律地位、干部、制度、監(jiān)督、服務(wù)等角度來(lái)深化中國(guó)行政審批制度改革。
[Abstract]:Tianjin Binhai New area Administrative examination and approval Bureau was established based on the cooperative development and promotion of investment and service trade between Beijing, Tianjin and Hebei. This is the first step in the reform of Tianjin's administrative examination and approval system. The growing point of the reform of China's administrative examination and approval system is the power list system. The goal of the examination and approval system reform is to realize "two overall plans". That is to say, it is necessary to focus on system innovation, mechanism innovation, and examination and approval process to realize "two overall planning", as well as the relationship between examination and approval, system and service, and the relationship between current construction and long-term planning. Quality examination and approval service and efficiency. There is still a unclear power base in the reform of China's administrative examination and approval system. The power of examination and approval has not been restricted and the supervision of responsibility has failed to be carried out and the approval procedure has not been standardized. We should take the protection of rights as the value orientation, from thinking, legal status, cadre, system, supervision. Service and other angles to deepen the reform of China's administrative examination and approval system.
