政府層面推進(jìn)高校智庫建設(shè)的經(jīng)驗(yàn)與問題——以天津?yàn)槔?/H1>

【摘要】:加強(qiáng)智庫建設(shè),是政府推進(jìn)科學(xué)執(zhí)政、依法行政、增強(qiáng)公信力的重要內(nèi)容。推進(jìn)高校智庫建設(shè),天津教育行政部門已形成以頂層設(shè)計為基礎(chǔ),搭建對接服務(wù)平臺為途徑,落實(shí)引導(dǎo)激勵機(jī)制為手段的經(jīng)驗(yàn)。同時,面臨思想觀念轉(zhuǎn)變難度大、成果評價導(dǎo)向不明、對接需求不緊密、經(jīng)費(fèi)投入不足等難題,建議政府要加強(qiáng)頂層設(shè)計,營造重視智庫的環(huán)境氛圍;積極搭建"旋轉(zhuǎn)門"機(jī)制;創(chuàng)新智庫內(nèi)部管理體制機(jī)制;加強(qiáng)區(qū)域間、國際間智庫交流合作。
[Abstract]:Strengthening the construction of think-tanks is an important content for the government to promote scientific governance, administer according to law and enhance public trust. To promote the construction of university think tank, Tianjin education administrative department has formed the experience that based on the top-level design, building the docking service platform as the way and implementing the guiding incentive mechanism as the means. At the same time, it is difficult to change the ideology and concept, the evaluation direction of the results is not clear, the docking demand is not close, the fund investment is insufficient and so on. It is suggested that the government should strengthen the top-level design and create the environment atmosphere that attaches importance to the think-tank. Actively build the "revolving door" mechanism; innovate the internal management mechanism of think tanks; strengthen regional and international exchanges and cooperation between think tanks.
