【摘要】：借鑒美國(guó)關(guān)鍵基礎(chǔ)設(shè)施保護(hù)監(jiān)測(cè)預(yù)警制度及我國(guó)社會(huì)安全穩(wěn)定等級(jí)預(yù)警機(jī)制,通過(guò)建立數(shù)學(xué)模型分析了網(wǎng)絡(luò)安全風(fēng)險(xiǎn)與影響網(wǎng)絡(luò)安全的各要素關(guān)系,并得出結(jié)論:建立網(wǎng)絡(luò)安全風(fēng)險(xiǎn)等級(jí)預(yù)警模型有利于國(guó)家層面整體部署、全面統(tǒng)籌網(wǎng)絡(luò)安全工作,及時(shí)科學(xué)應(yīng)對(duì)網(wǎng)絡(luò)安全問(wèn)題。因此我國(guó)應(yīng)盡快建立統(tǒng)一的關(guān)鍵基礎(chǔ)設(shè)施風(fēng)險(xiǎn)等級(jí)預(yù)警模型,提高國(guó)家關(guān)鍵基礎(chǔ)設(shè)施應(yīng)對(duì)網(wǎng)絡(luò)突發(fā)事件的能力。
[Abstract]:With reference to the monitoring and early warning system of key infrastructure protection in the United States and the social security stability level warning mechanism in China, this paper analyzes the relationship between network security risks and the factors affecting network security by establishing a mathematical model. It is concluded that the establishment of network security risk level early warning model is conducive to the overall deployment of the national level, overall coordination of network security work, timely and scientific response to network security problems. Therefore, China should establish a unified early-warning model of critical infrastructure risk level as soon as possible to improve the ability of national critical infrastructure to deal with network emergencies.
