【摘要】：如今,網(wǎng)絡(luò)像一張無時(shí)不在、無處沒有的大網(wǎng)覆蓋著整個(gè)世界。它的出現(xiàn)給信息傳播帶來了革命性變化。同時(shí),伴隨著經(jīng)濟(jì)與信息全球化的深入發(fā)展,新的國家安全觀逐漸形成,文化安全問題進(jìn)入了人們的視野,而作為文化安全重要方面的政治文化安全更是不容忽視。 網(wǎng)絡(luò)這一起源于西方的新型傳播工具,對(duì)政治文化安全帶來的影響是毋容置疑的,它改變了傳統(tǒng)的信息傳播方式。它的信息傳播的“交互性”提供了更為人性化的交流、信息傳播的“無障礙性”增加了“把關(guān)人”的難度,同時(shí)“去中心化”為“媒介帝國主義”的信息傳播提供了載體,無處不在的“數(shù)字鴻溝”又增加了我國政治文化傳播的難度。再者,當(dāng)今時(shí)代,開放的政治心理使得國民對(duì)異質(zhì)政治文化異常包容。這些特點(diǎn)使得網(wǎng)絡(luò)對(duì)我國的政治文化安全造成了很大威脅。在政治心理安全方面,網(wǎng)絡(luò)加速了西方大眾文化對(duì)國民政治認(rèn)知的消解,網(wǎng)絡(luò)文化失衡導(dǎo)致了非理性政治情感因素的蔓延；在政治思想安全方面,網(wǎng)絡(luò)加大了西方政治文化對(duì)國民政治價(jià)值觀的滲透,削弱了國民對(duì)政治價(jià)值觀的理性思考；在政治社會(huì)化方面,網(wǎng)絡(luò)無論是在傳播方式上還是內(nèi)容上都加大了對(duì)政治文化監(jiān)管的難度。 網(wǎng)絡(luò)帶來了傳播方式新的變革,但是不能因?yàn)榫W(wǎng)絡(luò)對(duì)政治文化安全產(chǎn)生很多威脅就視之為洪水猛獸。應(yīng)該秉承積極利用和加大預(yù)防相結(jié)合的原則來構(gòu)建相應(yīng)的對(duì)策：加強(qiáng)社會(huì)主義核心價(jià)值體系在網(wǎng)絡(luò)陣地上的建設(shè)；將我國先進(jìn)的政治文化利用網(wǎng)絡(luò)進(jìn)行宣傳；培養(yǎng)網(wǎng)絡(luò)“媒介素養(yǎng)”,加強(qiáng)網(wǎng)絡(luò)道德的自律和他律；完善網(wǎng)絡(luò)信息治理與網(wǎng)絡(luò)信息安全的政策法規(guī)；增強(qiáng)網(wǎng)絡(luò)技術(shù)的研發(fā)能力,縮小技術(shù)上的鴻溝。只有這樣,我們才能維護(hù)我國的政治文化安全。
[Abstract]:Now, the network is like a everywhere, everywhere the net covers the whole world.Its emergence has brought revolutionary changes to the dissemination of information.At the same time, with the further development of economy and information globalization, the new national security concept is gradually formed, and the issue of cultural security has entered people's vision, and the political and cultural security, as an important aspect of cultural security, can not be ignored.The network, a new communication tool originating in the West, has no doubt about its influence on the political and cultural security, and it has changed the traditional way of information dissemination.The "interactivity" of its information dissemination provides a more humanized exchange, the "accessibility" of information dissemination increases the difficulty of "gatekeepers", and "decentralization" provides a carrier for the information dissemination of "media imperialism".The ubiquitous digital divide has increased the difficulty of spreading political culture in China.Moreover, in the present age, the open political psychology makes the people to the heterogeneity political culture unusual tolerance.These characteristics make the network a great threat to the political and cultural security of our country.In the aspect of political psychological security, the network accelerates the dissolving of western popular culture to the national political cognition, the imbalance of network culture leads to the spread of irrational political emotional factors, and in the aspect of political and ideological security,The Internet has increased the penetration of western political culture into the political values of the people, weakened the rational thinking of the people on the political values, and in the aspect of political socialization,Network has increased the difficulty of political and cultural supervision both in communication mode and content.The network has brought new changes in the way of communication, but it cannot be regarded as a monster because of the threat to the political and cultural security of the network.We should adhere to the principle of combining active use and prevention to construct corresponding countermeasures: strengthening the construction of socialist core value system in the network position, propagating the advanced political culture of our country through the network, and strengthening the construction of the socialist core value system in the network position.We should cultivate network "media literacy", strengthen the self-discipline and heteronomy of network morality, perfect the policies and regulations of network information governance and network information security, strengthen the R & D ability of network technology, and narrow the technological gap.Only in this way can we maintain the political and cultural security of our country.
