【摘要】：隨著市場(chǎng)經(jīng)濟(jì)的發(fā)展和政府職能市場(chǎng)化理念的轉(zhuǎn)變,國(guó)家在城鎮(zhèn)信息化建設(shè)過(guò)程中,社區(qū)已在逐步發(fā)揮著越來(lái)越重要的基礎(chǔ)作用,國(guó)家的信息化建設(shè)也已逐步跨入到社區(qū)的信息化和智能化階段。目前,我國(guó)社區(qū)信息化建設(shè)已經(jīng)步入到了一個(gè)高速發(fā)展階段,“智慧社區(qū)、智能社區(qū)”等各種新型社區(qū)概念快速崛起,然而由于社區(qū)自身發(fā)展的局限性和社會(huì)職能的專(zhuān)業(yè)性,及對(duì)網(wǎng)絡(luò)信息技術(shù)需求的特殊性,在我國(guó)城鎮(zhèn)社區(qū)信息化建設(shè)項(xiàng)目實(shí)際推廣和實(shí)踐中,社區(qū)信息化項(xiàng)目執(zhí)行和項(xiàng)目融資等一系列問(wèn)題仍急需加以研究解決。本文從現(xiàn)代項(xiàng)目管理基本理論出發(fā),深入地剖析了我國(guó)社區(qū)信息化項(xiàng)目在建設(shè)過(guò)程中存在基本問(wèn)題,并構(gòu)建了一套完善的社區(qū)信息化建設(shè)項(xiàng)目管理體系。研究發(fā)現(xiàn),在市場(chǎng)經(jīng)濟(jì)條件下,BOT項(xiàng)目融資模式更適合于我國(guó)當(dāng)前城鎮(zhèn)的社區(qū)信息化項(xiàng)目融資管理,在各種現(xiàn)代組織管理模式下,矩陣項(xiàng)目組織最適合于社區(qū)信息化項(xiàng)目建設(shè)的管理;PDCA循環(huán)管理更適合社區(qū)信息化項(xiàng)目建設(shè)過(guò)程中項(xiàng)目質(zhì)量的跟蹤管理和質(zhì)量管控;采用6S現(xiàn)場(chǎng)管理工具手段,可有效改善和治理現(xiàn)場(chǎng)辦公環(huán)境,為項(xiàng)目成功實(shí)施提供保障。最后,根據(jù)本文所構(gòu)建的社區(qū)信息化建設(shè)項(xiàng)目管理體系的應(yīng)用研究,結(jié)合紅化社區(qū)信息化建設(shè)項(xiàng)目的管理實(shí)踐,一定程度上驗(yàn)證了研究成果的科學(xué)性和適應(yīng)性。
[Abstract]:With the development of market economy and the transformation of the concept of marketization of government functions, the community has gradually played a more and more important role in the process of information construction in cities and towns. National informatization construction has gradually stepped into the information-based and intelligent stage of the community. At present, our country community information construction has entered a high speed development stage, "intelligent community, intelligent community" and so on various new community concepts rise rapidly, but because of the community own development limitation and the social function specialized, And the particularity of the demand for network information technology, in the actual promotion and practice of urban community information construction project, a series of problems such as community information project implementation and project financing still need to be studied and solved urgently. Based on the basic theory of modern project management, this paper deeply analyzes the basic problems existing in the construction process of our country's community informatization project, and constructs a set of perfect community information construction project management system. It is found that under the condition of market economy, the BOT project financing model is more suitable for the community information project financing management in the current cities and towns of our country, and under various modern organization and management models, Matrix project organization is most suitable for the management of community information project construction; PDCA cycle management is more suitable for the track management and quality control of project quality in the process of community information project construction, and the use of 6S field management tools can effectively improve and manage the field office environment and provide guarantee for the successful implementation of the project. Finally, according to the application research of the community information construction project management system constructed in this paper, combined with the management practice of Honghua community information construction project, to some extent, the research results are proved to be scientific and adaptable.
