【摘要】：與經(jīng)濟(jì)體制改革開放取得重大進(jìn)展形成巨大的反差 ,我國(guó)政府財(cái)政支出的項(xiàng)目管理仍然承襲著計(jì)劃經(jīng)濟(jì)體制下的體系和框架 ,致使我國(guó)政府的職能越位和缺位現(xiàn)象進(jìn)一步加劇 ,并且直接地顯現(xiàn)出來(lái)。只有改革這種未能與時(shí)俱進(jìn)的管理體系 ,財(cái)政支出才能進(jìn)一步發(fā)揮政府對(duì)國(guó)民經(jīng)濟(jì)的宏觀調(diào)控作用 ,進(jìn)而加快我國(guó)社會(huì)主義市場(chǎng)經(jīng)濟(jì)的建設(shè)步伐
[Abstract]:In contrast to the significant progress made in the reform and opening up of the economic system, the project management of our government's fiscal expenditure still inherits the system and framework under the planned economic system. The phenomenon of offside and absence of government functions in our country is aggravated, and it appears directly. Only by reforming the management system, which fails to keep pace with the times, can the government's macro-control role on the national economy be further brought into play, and the pace of the construction of the socialist market economy in China be quickened.
