【摘要】：隨著國民經(jīng)濟(jì)的發(fā)展,我國潤滑油市場需求呈現(xiàn)逐年大幅遞增的趨勢。截止到2012年,我國已經(jīng)成為全球第二大潤滑油市場。中國潤滑油市場在逐步走向成熟,產(chǎn)業(yè)整合將在高水平上進(jìn)行。營口永宏石化有限責(zé)任公司專業(yè)生產(chǎn)各種高級(jí)潤滑油產(chǎn)品,計(jì)劃新建年產(chǎn)量5萬噸的潤滑油(以設(shè)備油為主)項(xiàng)目。本文針對(duì)該項(xiàng)目做了管理規(guī)劃研究,主要遵循國家可持續(xù)發(fā)展的戰(zhàn)略要求,高度重視環(huán)境保護(hù),并以深入分析產(chǎn)品的市場需求為基礎(chǔ),對(duì)項(xiàng)目的競爭能力進(jìn)行全面、全方位的分析,最后,確定合理的項(xiàng)目實(shí)施方案,將資源利用率、經(jīng)濟(jì)效益實(shí)現(xiàn)最大化。依靠著營口市擁有的有利地緣條件,在公共基礎(chǔ)設(shè)施建設(shè)方面,使他發(fā)揮最大程度地優(yōu)勢,使項(xiàng)目總投資能夠更有效控制；有助于項(xiàng)目建設(shè)進(jìn)度的提前；有利于生產(chǎn)成本的降低；從而使本項(xiàng)目的經(jīng)濟(jì)效益最大化。主要從以下幾個(gè)方面著手：一是研究國內(nèi)外項(xiàng)目規(guī)劃管理的現(xiàn)狀,并介紹了項(xiàng)目管理的相關(guān)理論知識(shí)；二是對(duì)項(xiàng)目建設(shè)單位及項(xiàng)目建設(shè)的情況進(jìn)行介紹,并對(duì)潤滑油行業(yè)的背景、市場做了較詳細(xì)的介紹及分析；三是對(duì)該項(xiàng)目進(jìn)行方案規(guī)劃,包括立項(xiàng)方案、技術(shù)方案、工程方案、人力資源配置方案、保障方案規(guī)劃等,完成項(xiàng)目規(guī)劃管理目標(biāo)；四是通過建設(shè)周期規(guī)劃評(píng)價(jià)、投融資規(guī)劃評(píng)價(jià)和財(cái)務(wù)評(píng)價(jià)保證項(xiàng)目規(guī)劃的順利實(shí)施；最后,提出具體的實(shí)施方案。
[Abstract]:With the development of national economy, the market demand of lubricating oil in China is increasing year by year. By 2012, China has become the world's second largest lubricating oil market. China's lubricating oil market is gradually maturing, industrial integration will be carried out at a high level. Yingkou Yonghong Petrochemical Co., Ltd. specializes in the production of various advanced lubricating oil products, and plans to build a new project of 50,000 tons of lubricating oil (mainly equipment oil). In this paper, the management planning of the project is studied, which mainly follows the strategic requirements of the national sustainable development, attaches great importance to environmental protection, and on the basis of in-depth analysis of the market demand of the products, it makes a comprehensive analysis of the competitiveness of the project. Finally, the rational project implementation scheme is determined to maximize the utilization of resources and economic benefits. Depending on the favorable geographical conditions of Yingkou City, in the construction of public infrastructure, he can give full play to its advantages, so that the total investment of the project can be controlled more effectively, which will help to advance the progress of the construction of the project. It is propitious to reduce the production cost and maximize the economic benefit of the project. Mainly from the following aspects: first, the status of project planning and management at home and abroad, and introduced the relevant theoretical knowledge of project management; Second, the project construction unit and the project construction situation are introduced, and the lube oil industry background, the market has made the more detailed introduction and the analysis; The third is to plan the project, including project proposal, technical scheme, engineering scheme, human resources allocation scheme, guarantee program planning, etc., to complete the project planning management objectives; Fourth, through the construction cycle planning evaluation, investment and financing planning evaluation and financial evaluation to ensure the smooth implementation of the project planning; finally, put forward specific implementation plan.
