【摘要】：項(xiàng)目協(xié)會(huì)改革是全面深化體育改革,轉(zhuǎn)變體育發(fā)展方式的關(guān)鍵環(huán)節(jié)之一。運(yùn)用文獻(xiàn)資料等研究方法,就項(xiàng)目協(xié)會(huì)改革的歷史、現(xiàn)狀以及未來改革路徑進(jìn)行分析。研究認(rèn)為:1)歷經(jīng)實(shí)體化改革試點(diǎn)以及管理中心兩個(gè)改革階段以后,當(dāng)前項(xiàng)目協(xié)會(huì)進(jìn)入了從同構(gòu)到脫鉤、建立獨(dú)立社團(tuán)法人實(shí)體的改革階段。2)當(dāng)前項(xiàng)目協(xié)會(huì)改革主要以地方協(xié)會(huì)和部分非奧項(xiàng)目協(xié)會(huì)先行先試,重點(diǎn)領(lǐng)域以及深層次改革尚未啟動(dòng)。3)在社會(huì)組織改革浪潮下,項(xiàng)目協(xié)會(huì)改革面臨的主要問題是協(xié)會(huì)組織性質(zhì)不明、組織機(jī)構(gòu)與政府同構(gòu)、組織功能缺失、管理體制和運(yùn)行機(jī)制不規(guī)范、職能定位不明晰以及可能出現(xiàn)的既得利益集團(tuán)抵制干擾。4)推進(jìn)項(xiàng)目協(xié)會(huì)改革,在組織上必須與政府脫鉤,確保組織獨(dú)立性。撤銷管理中心建制,劃歸社會(huì)組織序列;健全協(xié)會(huì)組織建設(shè),實(shí)現(xiàn)從虛體到實(shí)體的轉(zhuǎn)變;規(guī)范協(xié)會(huì)管理體制和運(yùn)行機(jī)制,實(shí)現(xiàn)從他治到自治:實(shí)現(xiàn)項(xiàng)目管理職能由管理中心向協(xié)會(huì)轉(zhuǎn)移;在具體工作中,要提高項(xiàng)目協(xié)會(huì)服務(wù)社會(huì)與國(guó)家的能力,為改革奠定良好的外部環(huán)境。
[Abstract]:The reform of project association is one of the key links to deepen the reform of sports and change the way of sports development. This paper analyzes the history, present situation and future reform path of the project association reform by using the research methods of literature and materials. The conclusions are as follows: 1) after two reform stages of substantive reform and management center, the current project association has entered from isomorphism to decoupling. At present, the reform of the project association mainly starts with the local associations and some non-Olympic project associations, while the key areas and the deep-level reforms have not yet started. 3) under the tide of social organization reform, the reform of the project association has not been initiated. The main problems facing the reform of the project association are the unclear nature of the association's organization, the isomorphism between the organization and the government, the absence of organizational function, and the non-standard management system and operational mechanism. Unclear functional positioning and possible vested interest groups resist interference. 4) to promote the reform of the project association, we must decouple the organization from the government and ensure the independence of the organization. The organizational system of management center should be abolished and classified into the social organization sequence, and the organization construction of association should be improved to realize the transformation from virtual body to entity. Standardizing the management system and operating mechanism of the association, realizing from other governance to autonomy: realizing the transfer of project management function from the management center to the association; In the specific work, we should improve the ability of the project association to serve the society and the country, and lay a good external environment for the reform.
