水利工程建設項目管理系統(tǒng)的設計與開發(fā)

【摘要】:水利工程建設領域存在著項目投資大、參建單位多、質量要求高等特點,以及人員素質良莠不齊、執(zhí)行規(guī)范意識淡薄等問題,這些對于水利工程建設全過程監(jiān)督管理提出較大的挑戰(zhàn)。以水利工程建設管理相關技術規(guī)程為基礎,應用現(xiàn)代信息技術構建水利工程建設項目管理系統(tǒng),使得水利工程建設管理規(guī)范化、制度化和程序化,成為解決上述問題的有效途徑。在用戶分類、用戶權限、業(yè)務處理流程、系統(tǒng)性能等需求分析的基礎上,從建設目標、系統(tǒng)架構、主要功能和關鍵技術等方面進行系統(tǒng)詳細介紹。選擇湖北省漳河灌區(qū)續(xù)建配套與節(jié)水改造工程2011年度工程項目為實際案例,結合項目招投標、開工報審等業(yè)務流程,驗證系統(tǒng)運行效果。該系統(tǒng)實現(xiàn)水利工程建設管理信息全過程規(guī)范化運行,提高工程建設管理透明度,保證工程建設依法按時完成,為工程建設過程實時監(jiān)管和事后調查辦案提供基礎資料。
[Abstract]:In the field of water conservancy project construction, there are many problems, such as large project investment, many participating units, high quality requirements, mixed quality of personnel, weak consciousness of implementing norms, etc. These put forward a great challenge to the supervision and management of the whole process of water conservancy construction. Based on the relevant technical regulations of water conservancy project construction management and applying modern information technology to construct water conservancy construction project management system, the management of water conservancy project construction is standardized, institutionalized and programmed. Become an effective way to solve the above problems. Based on the requirement analysis of user classification, user authority, business process and system performance, this paper introduces the system in detail from the aspects of construction objectives, system architecture, main functions and key technologies. In this paper, the author chooses the project of Zhanghe Irrigation District in Hubei Province as the actual case in 2011, and verifies the system operation effect by combining the business process of project bidding, starting to report for examination and so on. The system can realize the standardized operation of the whole process of water conservancy construction management information, improve the transparency of the project construction management, ensure the completion of the project construction according to law, and provide the basic data for the real-time supervision of the engineering construction process and the investigation and handling of the case afterwards.
