【摘要】：習近平總書記提出的堅持標本兼治、綜合治理、懲防并舉、注重預防方針。近年來,山東省檢察機關著眼于提升檢察機關公信力,堅持以"五個過硬"為標準,深入推進司法規(guī)范化建設、檢察信息化建設和基層基礎建設,持續(xù)加強教育、管理和監(jiān)督,探索研發(fā)了廉政風險防控系統(tǒng),嚴密監(jiān)控并督促糾正各項檢察工作中不嚴格、不規(guī)范、履職越位缺位等問題,取得了明顯成效。廉政風險預警系統(tǒng)作為山東省檢察院檢務綜合平臺建設的一個重要組成部分,是進一步加強檢察機關內部監(jiān)督,深入推進檢察機關黨風廉政建設和自身反腐倡廉工作,促進嚴格、公正、文明、廉潔執(zhí)法的有效平臺。針對于廉政風險預警系統(tǒng),系統(tǒng)主要采用BS架構和通用Web瀏覽器規(guī)范,客戶端支持IE等主流瀏覽器,用戶不需要再安裝其他插件,就能訪問系統(tǒng)中各功能。同時本項目應用系統(tǒng)采用J2EE架構和B/S模式,采用JAVA語言開發(fā)。同時對于數據庫架構的設計,本系統(tǒng)基于Oracle數據庫進行支撐開發(fā)。根據廉政風險預警系統(tǒng)業(yè)務要點及邊界分析,本項目建設應滿足如下技術要點:統(tǒng)一業(yè)務應用系統(tǒng)接口、政務系統(tǒng)接口、二次開發(fā)平臺等。廉政風險預警系統(tǒng)設置同步監(jiān)督、自動預警、綜合處置、分析評估、結果運用和事項公開公示六大功能。廉政風險同步監(jiān)督包含統(tǒng)一業(yè)務應用系統(tǒng)風險自動排查、檢綜平臺風險自動排查、風險預警判斷、廉政風險手動排查和同步視頻監(jiān)督等功能;廉政風險自動預警包含風險任務處置預警的功能;廉政風險綜合處置包含廉政風險即時監(jiān)控、監(jiān)察建議和風險通報、報告等功能;廉政風險任務則包含在辦任務、已辦任務、廉政公告、廉政消息和廉政處置超期預警等功能;廉政風險分析評估包含自動分析評估、執(zhí)法檔案、廉政檔案、重點分析評估、黨風廉政建設工作數據統(tǒng)計和數據查詢檢索等功能;廉政風險事項公開公示則包含公開公示信息查詢、網上申訴舉報、網上問詢、調查核實、風險防范和當事人評議的功能。山東省檢察機關著眼于提升檢察機關公信力,堅持以"五個過硬"為標準,深入推進司法規(guī)范化建設、檢察信息化建設和基層基礎建設,持續(xù)加強教育、管理和監(jiān)督,通過廉政風險防控系統(tǒng),嚴密監(jiān)控并督促糾正各項檢察工作中不嚴格、不規(guī)范、履職越位缺位等問題,取得了明顯成效。在本項目中,本人承擔的主要工作是項目的需求分析整理和項目管理工作。

Promote strict, fair, civilized, clean law enforcement effective platform. Aiming at the clean government risk warning system, the system mainly adopts BS architecture and general Web browser specification. The client supports mainstream browsers such as IE, and users do not need to install other plug-ins to access the functions of the system. At the same time, the application system of this project adopts J2EE structure and B / S mode, and uses JAVA language to develop. At the same time, for the design of database architecture, the system based on Oracle database support development. According to the business points and boundary analysis of the clean government risk early warning system, the construction of this project should meet the following technical points: unified business application system interface, government affairs system interface, secondary development platform and so on. There are six functions: synchronous supervision, automatic early warning, comprehensive disposal, analysis and evaluation, application of results and public announcement of matters. The synchronous supervision of clean government risks includes the functions of automatic checking of risks in unified business application system, automatic risk checking of platform, early warning and judging of risks, manual checking of clean government risks and synchronous video supervision. The automatic early warning of clean government risk includes the function of early warning of risk task disposal, the comprehensive disposal of clean government risk includes the functions of immediate monitoring of clean government risk, supervision suggestion, risk notification and report, etc. The incorruptible risk task includes the following functions: doing the task, having done the task, declaring the honest and honest administration, incorruptible information and handling the incorruptible government, etc. The risk analysis and evaluation of clean government includes the functions of automatic analysis and evaluation, law enforcement file, clean administration file, emphasis on analysis and evaluation, data statistics and data query and retrieval in the construction of party style and clean government. The public announcement of clean government risk matters includes the functions of public information inquiry, online complaint report, online inquiry, investigation and verification, risk prevention and party evaluation. The procuratorial organs in Shandong Province aim at enhancing the credibility of the procuratorial organs, adhere to the standard of "five excellent", advance in depth the construction of judicial standardization, the construction of procuratorial information and basic infrastructure, and continue to strengthen education, management and supervision. Through the system of clean administration risk prevention and control, strict supervision and correction of various procuratorial work is not strict, non-standard, off-side absence and other problems, and achieved obvious results.
