海上LNG行業(yè)國(guó)際EPC項(xiàng)目風(fēng)險(xiǎn)預(yù)警機(jī)制的研究

【摘要】:近年來(lái),天然氣作為資源及儲(chǔ)量巨大且易獲取的的清潔式能源,倍受關(guān)注與青睞。天然氣由于被液化壓縮后形成的液化天然氣LNG(Liquefied Natural Gas)有能量密度大及可被遠(yuǎn)距離輸送的特點(diǎn),已然成為世界油氣工業(yè)產(chǎn)業(yè)的新焦點(diǎn),隨著陸地上易采油氣資源的減少,海上氣田備受關(guān)注,國(guó)際各大石油巨頭也逐漸將利潤(rùn)視角轉(zhuǎn)入液化天然氣LNG業(yè)務(wù),液化天然氣LNG將成為繼傳統(tǒng)能源--石油后的下一個(gè)易引發(fā)全球爭(zhēng)奪熱門(mén)能源。本文認(rèn)為風(fēng)險(xiǎn)需要注重在防范,如何識(shí)別出風(fēng)險(xiǎn)并定義出關(guān)鍵風(fēng)險(xiǎn)點(diǎn)顯得尤為重要,這也是本文的主要研究?jī)?nèi)容。本課題以海上LNG國(guó)際EPC項(xiàng)目的風(fēng)險(xiǎn)管理為研究對(duì)象,在明晰EPC項(xiàng)目的特點(diǎn)、國(guó)際工程項(xiàng)目的特性、風(fēng)險(xiǎn)預(yù)警的相關(guān)研究、國(guó)際工程項(xiàng)目風(fēng)險(xiǎn)預(yù)警的研等基礎(chǔ)上,將一般工程項(xiàng)目與海上LNG項(xiàng)目以國(guó)際EPC為視角做對(duì)比分析,利用模糊數(shù)學(xué)層次分析法對(duì)海上LNG行業(yè)國(guó)際EPC項(xiàng)目風(fēng)險(xiǎn)做舉例分析,并識(shí)別海上LNG國(guó)際EPC項(xiàng)目的具體風(fēng)險(xiǎn),建立風(fēng)險(xiǎn)預(yù)警機(jī)制,以期為我國(guó)海上LNG承包企業(yè)提供參考。本課題的研究,有助于提高作者所在單位在海上LNG國(guó)際EPC項(xiàng)目上的風(fēng)險(xiǎn)防范與管理能力,同時(shí)能夠完善海上LNG國(guó)際EPC項(xiàng)目風(fēng)險(xiǎn)預(yù)警機(jī)制研究,提高我國(guó)海上LNG承包企業(yè)在國(guó)際EPC項(xiàng)目管理過(guò)程中的風(fēng)險(xiǎn)防范意識(shí)與整個(gè)風(fēng)險(xiǎn)管理能力,最終達(dá)到提高我國(guó)海上LNG承包企業(yè)的盈利和國(guó)際市場(chǎng)競(jìng)爭(zhēng)能力的目標(biāo)。
[Abstract]:In recent years, natural gas as a resource and reserves of clean energy and easy to obtain, has attracted much attention and favor. Due to the characteristics of high energy density and long distance transportation of natural gas formed by liquefied natural gas (LNG (Liquefied Natural Gas) after liquefaction compression, it has become a new focus of oil and gas industry in the world. Along with the decrease of easily recoverable oil and gas resources on land, natural gas has become a new focus of the world's oil and gas industry. Offshore gas fields have attracted much attention, and international oil giants have gradually shifted their profit perspective to liquefied natural gas (LNG) business. Liquefied natural gas (LNG) will become the next hot energy source after traditional energy-oil. This paper holds that risk should be paid attention to, how to identify the risk and define the key risk point is particularly important, which is also the main research content of this paper. This topic takes the risk management of the international EPC project of LNG at sea as the research object, on the basis of clarifying the characteristics of the EPC project, the characteristics of the international engineering project, the relevant research of the risk early warning, the research of the risk early warning of the international engineering project, etc. This paper makes a comparative analysis between general engineering projects and offshore LNG projects from the perspective of international EPC, analyzes the risks of international EPC projects in marine LNG industry by using fuzzy mathematics analytic hierarchy process, and identifies the specific risks of international EPC projects in marine LNG industries. To establish a risk early warning mechanism in order to provide a reference for China's marine LNG contracting enterprises. The research of this topic is helpful to improve the risk prevention and management ability of the author's unit on the offshore LNG international EPC project, at the same time, it can perfect the research on the risk early warning mechanism of the marine LNG international EPC project. To improve the awareness of risk prevention and the whole ability of risk management in the process of international EPC project management of China's offshore LNG contracting enterprises, the goal of improving the profitability and international market competitiveness of China's marine LNG contracting enterprises is finally achieved.
