新能源集控中心項(xiàng)目計(jì)劃與控制研究

【摘要】:本論文以本人參與的一個(gè)新能源集控中心項(xiàng)目為案例,以該項(xiàng)目的管理過(guò)程作為研究?jī)?nèi)容,采用案例研究形式。重點(diǎn)從項(xiàng)目計(jì)劃管理、項(xiàng)目實(shí)施與監(jiān)控方面,以工程實(shí)例探討項(xiàng)目管理的方法和工具。 建設(shè)一個(gè)遠(yuǎn)程控制中心,實(shí)現(xiàn)風(fēng)電、水電、光伏資源的集約化利用和一體化管理,在云南省發(fā)電行業(yè)屬于首創(chuàng),在全國(guó)也屬領(lǐng)先。該項(xiàng)目是探索“無(wú)人值班、少人值守”的新能源發(fā)電場(chǎng)站遠(yuǎn)程集控管理模式,并結(jié)合區(qū)域特點(diǎn)實(shí)施的一項(xiàng)創(chuàng)新工程。 本文側(cè)重工作分解結(jié)構(gòu)、網(wǎng)絡(luò)計(jì)劃技術(shù)、責(zé)任矩陣等項(xiàng)目管理方法和工具的應(yīng)用,主要完成以下工作:分析企業(yè)的管理需求,提出一個(gè)典型的新能源集控中心項(xiàng)目描述;運(yùn)用WBS方法分解項(xiàng)目,創(chuàng)建一個(gè)典型的新能源集控中心項(xiàng)目工作分解結(jié)構(gòu);運(yùn)用網(wǎng)絡(luò)計(jì)劃技術(shù)編制項(xiàng)目進(jìn)度計(jì)劃,探討對(duì)項(xiàng)目建立數(shù)學(xué)模型的思路和方法;結(jié)合項(xiàng)目實(shí)施過(guò)程,探討項(xiàng)目變更對(duì)項(xiàng)目質(zhì)量、進(jìn)度、成本目標(biāo)的影響;探討責(zé)任矩陣在項(xiàng)目進(jìn)度管理和項(xiàng)目質(zhì)量管理方面的應(yīng)用。 本文結(jié)合項(xiàng)目的特殊性,探討項(xiàng)目管理的方法和工具在新能源集控中心項(xiàng)目管理中的應(yīng)用,希望能夠提供一些對(duì)實(shí)施類似項(xiàng)目具有借鑒意義的思路和方法。
[Abstract]:In this paper, I participate in a new energy centralized control center project as a case, the management process of the project as the research content, using the case study form. From the aspects of project planning management, project implementation and monitoring, this paper discusses the methods and tools of project management with engineering examples. The construction of a remote control center to realize the intensive utilization and integrated management of wind power, hydropower and photovoltaic resources is the first in the power generation industry in Yunnan Province, and is also leading in the whole country. This project is an innovative project to explore the remote centralized management mode of new energy power station with "no one on duty and few people on duty", and to combine the regional characteristics. This paper focuses on the application of project management methods and tools such as work breakdown structure, network planning technology, responsibility matrix and so on. The main tasks are as follows: analyze the management requirements of enterprises, and put forward a typical project description of new energy centralized control center; The WBS method is used to decompose the project, to create a typical new energy centralized control center project work breakdown structure, to use network planning technology to draw up the project schedule plan, to discuss the idea and method of establishing mathematical model of the project, to combine the project implementation process, Discuss the impact of project change on project quality, schedule and cost objectives, and discuss the application of responsibility matrix in project schedule management and project quality management. Based on the particularity of the project, this paper discusses the application of project management methods and tools in the project management of the new energy centralized control center, hoping to provide some ideas and methods that can be used for reference in the implementation of similar projects.
