【摘要】：農(nóng)村危房改造是黨和政府在農(nóng)村的一項民心工程,歷年倍受高層領(lǐng)導的重視,截至2016年底,全國完成農(nóng)村危房改造2300多萬戶,數(shù)千萬農(nóng)民住上了安居房。然而,有些地方在落實農(nóng)村危房改造政策時,出了不少問題,如村干部分配危房改造指標"優(yōu)親厚友",鎮(zhèn)村干部蛀蝕危房改造補助資金等。究其原因,既有技術(shù)上難以精準識別危房改造戶,也有危房改造資金使用方法不科學,還有政策落實方面用人不當?shù)�。為實現(xiàn)"到2020年,現(xiàn)有標準下貧困人口全部脫貧"宏偉目標,以習近平"精準扶貧思想"為指導,探討了農(nóng)村危房改造戶精準識別、資金精準使用、危房改造項目管理精準派人問題。
[Abstract]:The reconstruction of dangerous houses in rural areas is an important project of the Party and the government in rural areas. By the end of 2016, more than 23 million rural houses have been renovated and tens of millions of farmers have been living in safe houses. However, in some places, there are many problems in carrying out the reform policy of dangerous houses in rural areas, for example, village cadres allocate "good relatives and good friends" for the reconstruction of dangerous houses, village cadres in towns erode the subsidy funds for the reconstruction of dangerous houses, and so on. The reason is that it is not only difficult to identify the dangerous house rebuilding households technically, but also to the unscientific methods of using the funds for the reconstruction of dangerous houses, and the improper use of personnel in the implementation of policies and so on. In order to achieve the grand goal of "eliminating poverty from poverty by 2020 by the existing standards," and guided by Xi Jinping's idea of "precision poverty alleviation," this paper discusses the precise identification and use of funds for the reconstruction of dangerous houses in rural areas. The project management of the dangerous house transformation accurate sends the person question.
