【摘要】：隨著現(xiàn)代科學(xué)技術(shù)的迅猛發(fā)展，信息管理已經(jīng)被運用到各大領(lǐng)域中，使人類的生活方式發(fā)生了革命性的變化。基于IT技術(shù)的醫(yī)院信息系統(tǒng)也隨著計算機工程的發(fā)展而快速進(jìn)步，開始在醫(yī)院管理、控制和決策中發(fā)揮出不可或缺的作用。本課題在充分研究國內(nèi)外有關(guān)醫(yī)院信息系統(tǒng)研究成果及實踐總結(jié)的基礎(chǔ)上，以北京博愛醫(yī)院信息化進(jìn)程中出現(xiàn)的問題和不足為研究的著力點，闡述當(dāng)前靶向醫(yī)院信息系統(tǒng)建設(shè)情況及現(xiàn)實水平，并分析存在問題原因，進(jìn)而在探討解決問題的基礎(chǔ)上，相應(yīng)的提出一套適合北京博愛醫(yī)院實際情況的醫(yī)院信息系統(tǒng)，建立健全適合醫(yī)院工作需求的醫(yī)院信息系統(tǒng)建設(shè)的體系。本文力求通過本課題的研究，為我國醫(yī)療信息系統(tǒng)建設(shè)發(fā)展方向與思路做出自己的貢獻(xiàn)。 本文基于管理科學(xué)、競爭戰(zhàn)略理論、企業(yè)再造理論、資源基礎(chǔ)理論和經(jīng)典管理學(xué)理論，結(jié)合查閱相關(guān)理論資料等進(jìn)行理論構(gòu)建，針對北京博愛醫(yī)院信息系統(tǒng)實際情況、子系統(tǒng)需求滿足情況、各大系統(tǒng)業(yè)務(wù)流程等方面問題，進(jìn)行實踐分析。論文針對北京博愛醫(yī)院現(xiàn)有系統(tǒng)功能滿足狀況、業(yè)務(wù)增長需求、關(guān)鍵業(yè)務(wù)流程、電子病歷系統(tǒng)構(gòu)建、組織部門設(shè)置等方面，分析了現(xiàn)有系統(tǒng)的問題。具體問題：1.系統(tǒng)功能不健全，特別是以電子病歷為核心的信息系統(tǒng)尚不完善；2.由于子系統(tǒng)購入時間不同，現(xiàn)有系統(tǒng)整合能力差，資源共享率低，各個部門不能及時獲取有效信息；3.系統(tǒng)提供數(shù)據(jù)不夠完整，，部分仍需傳統(tǒng)手工模式，系統(tǒng)安全性低，易崩潰；4.現(xiàn)有系統(tǒng)的設(shè)計功能已不能滿足醫(yī)院業(yè)務(wù)增長的需要。 針對這些問題，本文對新系統(tǒng)做出了規(guī)劃。具體包括如下幾個方面：首先我們對信息系統(tǒng)的目標(biāo)進(jìn)行了規(guī)劃，從醫(yī)院的組織使命、戰(zhàn)略規(guī)劃入手分析，了解及掌握了信息系統(tǒng)規(guī)劃目標(biāo)，進(jìn)而，我們對新系統(tǒng)的功能進(jìn)行規(guī)劃，主要以電子病歷為規(guī)劃核心，并在此基礎(chǔ)之上對關(guān)鍵流程進(jìn)行完善或再造。目前的規(guī)劃方案基本可行，但是由于時間較為緊張，該規(guī)劃方案有待進(jìn)一步完善。
[Abstract]:With the rapid development of modern science and technology, information management has been applied to various fields, which has revolutionized the way of human life. With the rapid development of computer engineering, the hospital information system based on IT technology has begun to play an indispensable role in hospital management, control and decision-making. On the basis of fully studying the research results and practice of the hospital information system at home and abroad, this topic focuses on the problems and deficiencies in the process of information technology in Beijing Pok Oi Hospital. This paper expounds the current situation and realistic level of target hospital information system, analyzes the causes of existing problems, and then puts forward a set of hospital information system suitable for the actual situation of Beijing Pok Oi Hospital on the basis of discussing and solving the problems. Establish and perfect the system of building hospital information system suitable for hospital work needs. This paper aims to make its own contribution to the development direction and thinking of medical information system construction in China through the research of this subject. This paper is based on management science, competitive strategy theory, enterprise reengineering theory, resource-based theory and classical management theory. Based on the theoretical construction of consulting relevant theoretical data, this paper analyzes the actual situation of information system in Beijing Boai Hospital, the satisfaction of subsystem requirements, the business process of each system and so on. This paper analyzes the problems of the existing system in the aspects of meeting the current system function, increasing the business demand, the key business process, constructing the electronic medical record system, setting up the organization department and so on. Specific question: 1. The function of the system is not perfect, especially the information system with electronic medical record as the core is not perfect. Due to the different purchasing time of subsystems, the existing system integration ability is poor, the resource sharing rate is low, and each department can not get effective information in time. The system provides incomplete data, some still need traditional manual mode, system security is low, easy to crash. The design function of the existing system can no longer meet the needs of hospital business growth. In view of these problems, this paper makes a plan for the new system. It includes the following aspects: first of all, we plan the objectives of information system, analyze the organization mission and strategic planning of the hospital, understand and master the objectives of the information system planning, and then, We plan the function of the new system, mainly take the electronic medical record as the planning core, and on this basis, perfect or reengineer the key process. The current plan is basically feasible, but due to time constraints, the plan needs to be further improved.
