【摘要】：項目管理專業(yè)最主要的三大目標為質量、進度和成本,特別是大多數(shù)在正在建設的市政項目中,項目成功的關鍵因素就是項目進度的管理,怎樣更快的提高項目管理水平是大多數(shù)企業(yè)正在需要解決的問題,這直接影響到項目的社會效益和經濟效益。運用專業(yè)的項目管理方法和工具是提高管理水平的最主要的基礎,但是目前在大量市r政建設企業(yè)中,應用情況卻不容樂觀。正因為市政工程施工是一項系統(tǒng)工程,所以要完成一個施工項目,協(xié)調好財務、材料、時間、空間布局,以保證項目如期完成。當人力,財務和材料在一定的條件下,制定出合理的施工方案,科學施工進度的發(fā)展和壟斷等元素,是市政工程建設的核心。目前,煙臺八角工業(yè)園的一期工程是煙臺西部工業(yè)發(fā)展中的的最重要舉措,是加快西部經濟發(fā)展、黃渤海發(fā)展的重要環(huán)節(jié)。如果該項目的進度管理意識過于薄弱,管理模式方法落后,系統(tǒng)不完善,缺乏專職人員,對項目的成功將會帶來巨大的影響。鑒于此,對于煙臺八角工業(yè)園區(qū)項目的進度管理研究將會具有重大意義。煙臺八角工業(yè)園一期項目存在工期緊、任務大、時間要求嚴格等特點,因此對該項目的進度管理的研究就顯得格外重要。煙臺八角工業(yè)園一期項目的研究應在在回顧國內外研究現(xiàn)狀的基礎上,采用理論與實證相結合的方法,采用定量與定性相結合的方法,探討了項目進度管理的問題。以項目體系中的相關理論為基礎,首先對八角工業(yè)園一期項目進行分解,分解成各個階段的子項目,然后利用關鍵路徑法、網絡法等研究方法,對這些子項目進行實時跟蹤與研究,通過對每個階段的進度管理研究,從而達到對項目整體進度的監(jiān)控與研究。在監(jiān)控過程中如果發(fā)現(xiàn)偏差,則及時利用計劃控制原理及備選方案進行調整,將調整后計劃帶來的影響降至最低。在制定計劃方案時,必須考慮進度控制的實施保障措施,正是有了在管理、成本、機料等方面的保障措施,才能將進度調整至最優(yōu)。同時通過分析進度偏差、調整方案、保障措施,總結項目實施過程中出現(xiàn)的不足與問題,提出解決對策的方案,提高在今后項目中應對偏差的能力,為在今后類似項目中更好的進行項目進度管理研究打下基礎。
[Abstract]:The three major objectives of project management are quality, schedule and cost, especially in the construction of municipal projects, the key factor of project success is the management of project schedule. How to improve the level of project management more quickly is the problem that most enterprises need to solve, which directly affects the social and economic benefits of the project. The application of professional project management methods and tools is the most important basis to improve the management level, but at present in a large number of city / government construction enterprises, the application situation is not optimistic. Because the municipal engineering construction is a systematic project, we should complete a construction project and coordinate the financial, material, time and space layout to ensure the project is completed on schedule. When manpower, finance and materials work out reasonable construction plan, scientific construction progress development and monopoly are the core of municipal engineering construction under certain conditions. At present, the first phase project of Yantai octagonal Industrial Park is the most important measure in the industrial development of Yantai West, which is an important link in speeding up the economic development of the western region and the development of the Yellow Sea and Bohai Sea. If the schedule management consciousness of the project is too weak, the management mode is backward, the system is not perfect, and the full-time staff is lacking, the success of the project will be greatly affected. In view of this, it will be of great significance to study the schedule management of Yantai octagonal Industrial Park project. The first phase project of Yantai octagonal Industrial Park has the characteristics of tight construction period, large task and strict time requirement, so it is very important to study the schedule management of this project. On the basis of reviewing the present research situation at home and abroad, the research on the first phase of Yantai octagonal Industrial Park should adopt the method of combining theory and practice, and adopt the method of combining quantitative and qualitative to discuss the problem of project schedule management. Based on the relevant theories in the project system, the first phase of the project of the Octagonal Industrial Park is decomposed into sub-projects of each stage, and then the key path method, network method and other research methods are used. These sub-projects are tracked and studied in real time. Through the research of schedule management in each stage, the overall progress of the project can be monitored and studied. If the deviation is found in the monitoring process, the plan control principle and alternative scheme can be adjusted in time to minimize the impact of the adjustment. When making the plan, we must consider the implementation safeguard measures of schedule control. It is with the safeguard measures in management, cost, machine material and so on that the schedule can be adjusted to the best. At the same time, by analyzing the progress deviation, adjusting the scheme, ensuring measures, summarizing the deficiencies and problems in the course of project implementation, putting forward the solution plan, improving the ability to deal with the deviation in the future project, For similar projects in the future to better carry out project schedule management research.
