A縣扶貧搬遷項目管理中的問題與對策研究

【摘要】:易地扶貧搬遷是政府主導(dǎo)、群眾自愿參與,將居住在自然條件惡劣地區(qū)的農(nóng)村貧困人口搬遷到生存與發(fā)展較好的地方,從根本上改善生產(chǎn)生活方式,實現(xiàn)脫貧致富的一種扶貧方式,是我國目前最徹底、最有效的扶貧措施之一,該項目因其政策性強、時限要求緊、涉及群體面廣、利益干系人多、要素保障高等因素導(dǎo)致項目的管理難度極大,項目可變因素增多,要達到預(yù)期的質(zhì)量保障、工期可保、成本可控目標(biāo)已是極為艱難的任務(wù)。A縣2016年易地扶貧搬遷工程項目管理的過程中,預(yù)計實施3527戶13762人,預(yù)算資金9.18億元,2016年12月30日全面完成,實際完成情況是,結(jié)算資金10.2億,2017年2月才全面完成,工程質(zhì)量參差不齊,各項指標(biāo)均未達到預(yù)定目標(biāo)。文章以A縣2016年實施的易地扶貧搬遷項目為切入點,就項目實施過程中存在的問題逐一進行梳理和歸類,在此基礎(chǔ)上,利用大量有關(guān)貧困、易地扶貧搬遷、項目管理等理論文獻闡釋了國內(nèi)外研究成果及其不足,結(jié)合實地調(diào)研、訪談、頭腦風(fēng)暴和問卷調(diào)查等方法,梳理歸類出了五個方面的問題,即:基礎(chǔ)設(shè)施配套建設(shè)、就業(yè)問題、遷入地的土地分配、項目過程管控、經(jīng)費籌措和監(jiān)管。針對問題進行分析論證,提出相應(yīng)的解決建議。建立健全的項目管理運行機制;完善易地搬遷項目經(jīng)費籌措機制;合理規(guī)劃土地及宅基地;加強遷入地教育等基礎(chǔ)設(shè)施建設(shè);提高遷入地的就業(yè)水平。并對問題進行了深入分析,提出了相應(yīng)的解決建議,以期不僅能解決A縣以后年度即將實施的易地扶貧搬遷項目,也可對全國當(dāng)下大力組織的該項工作提供有益經(jīng)驗,對政府投資的類似項目提供有利參考。
[Abstract]:The change of land for poverty alleviation and relocation is led by the government and voluntary participation of the masses. The poor rural population living in areas with poor natural conditions will be relocated to places where they can survive and develop better, so as to fundamentally improve the way of production and life. One of the most thorough and effective poverty alleviation measures in China is to achieve poverty alleviation and become rich from poverty. Because of its strong policy and tight time limit, the project involves a wide range of groups and has a large number of stakeholders. Factors such as high factor guarantee lead to the great difficulty of project management and the increase of project variable factors. In order to achieve the expected quality assurance, the duration of the project can be guaranteed. The goal of cost control is already a very difficult task. In the course of managing the project of poverty alleviation and relocation project in 2016 in County A, it is estimated that 3527 households and 13762 people will be implemented, with a budget of 918 million yuan, which will be fully completed on December 30, 2016. The actual completion situation is, The settlement fund was 1.02 billion and completed in February 2017. The quality of the project was uneven and the targets were not reached. Based on the poverty alleviation and relocation project implemented in A County in 2016, the paper combs and classifies the existing problems one by one during the implementation of the project, and on this basis, makes use of a large number of poverty alleviation and relocation. Project management and other theoretical documents explain the domestic and foreign research results and their shortcomings, combined with field research, interviews, brainstorming and questionnaire survey methods, combing out five aspects of the problems, namely: infrastructure construction, employment issues, Land allocation, project process control, financing and supervision of the relocation site. To analyze and demonstrate the problem, put forward the corresponding solutions. To establish a sound project management operation mechanism; to improve the financing mechanism of relocation projects; to plan land and homestead rationally; to strengthen the construction of infrastructure such as immigration education; to improve the employment level of relocation land. The problem is analyzed in depth, and the corresponding suggestions are put forward, in order not only to solve the project of poverty alleviation and relocation in the later year of County A, but also to provide useful experience for the work organized by the whole country at present. To provide a favorable reference for similar projects invested by the government.
