電子招投標(biāo)平臺(tái)的研究和實(shí)現(xiàn)

【摘要】:隨著互聯(lián)網(wǎng)應(yīng)用在我國的不斷拓展,各行各業(yè)的傳統(tǒng)作業(yè)模式和固有的商業(yè)格局被迅速改變。如今,互聯(lián)網(wǎng)已在傳統(tǒng)招投標(biāo)行業(yè)得到廣泛應(yīng)用,并以此發(fā)展的電子招投標(biāo)這種全新的業(yè)務(wù)形態(tài)也在逐步發(fā)展完善,極大的提高了招投標(biāo)的價(jià)值。我國的招投標(biāo)行業(yè)也因此迎來了全新的發(fā)展時(shí)期。 電子招標(biāo)投標(biāo)是指招標(biāo)投標(biāo)主體按照國家有關(guān)法律法規(guī)的規(guī)定,以數(shù)據(jù)電文為主要載體,運(yùn)用電子化手段完成的全部或者部分招標(biāo)投標(biāo)活動(dòng)。隨著電子商務(wù)和項(xiàng)目管理信息化的迅速發(fā)展,招標(biāo)投標(biāo)行業(yè)和社會(huì)各界已經(jīng)廣泛和迫切地意識(shí)到,運(yùn)用電子信息技術(shù)改造傳統(tǒng)紙質(zhì)招標(biāo)投標(biāo)形式,推行電子招標(biāo)投標(biāo),是進(jìn)一步有效規(guī)范招標(biāo)投標(biāo)公開、公平、公正和誠信秩序,轉(zhuǎn)變招標(biāo)投標(biāo)行業(yè)發(fā)展方式,促進(jìn)行業(yè)健康、科學(xué)發(fā)展的必然趨勢。因此,十分需要我們對(duì)發(fā)展電子招標(biāo)投標(biāo)存在的問題以及應(yīng)當(dāng)采取的對(duì)策措施進(jìn)行必要的探索研究。 電子招投標(biāo)是一種比較特殊的經(jīng)濟(jì)行為,通過互聯(lián)網(wǎng)信息技術(shù)按照相關(guān)的法律和法規(guī)實(shí)現(xiàn)傳統(tǒng)的招投標(biāo)業(yè)務(wù)流程,它的實(shí)現(xiàn)可以讓參與招投標(biāo)過程所有主體能夠通過網(wǎng)絡(luò)以一種全新的可視化和專業(yè)化的方式對(duì)項(xiàng)目進(jìn)行管理和操作。通過網(wǎng)絡(luò)實(shí)現(xiàn)協(xié)同作業(yè),是電子招投標(biāo)的本質(zhì),正是因?yàn)槿绱耍烹娔軌蛟谔岣哒袠?biāo)和投標(biāo)過程的誠信和效率方面做出貢獻(xiàn)。 當(dāng)前,要想實(shí)現(xiàn)傳統(tǒng)招標(biāo)投標(biāo)產(chǎn)業(yè)的改造和升級(jí)必須對(duì)其信息化實(shí)現(xiàn)電子招投標(biāo)。同樣,對(duì)于電子招投標(biāo)來說,要想獲得價(jià)值的提升和得到真正的發(fā)展,就必須走發(fā)展第三方平臺(tái)的路。本文正是以此形勢為前提,論述電子招投標(biāo)平臺(tái)建設(shè)的必要性、可行性等問題;并在學(xué)習(xí)和研究了《招投標(biāo)法實(shí)施條例》、《電子招投標(biāo)辦法》和《電子招投標(biāo)系統(tǒng)技術(shù)規(guī)范》的基礎(chǔ)上對(duì)電子招投標(biāo)平臺(tái)的建設(shè)需求經(jīng)行了詳細(xì)的分析;最后,論文以此為基礎(chǔ)重點(diǎn)對(duì)電子招投標(biāo)平臺(tái)應(yīng)用軟件工程的的思想和方法,以及相關(guān)計(jì)算機(jī)對(duì)技術(shù)進(jìn)行總體設(shè)計(jì)、詳細(xì)設(shè)計(jì)等電子招投標(biāo)平臺(tái)的實(shí)現(xiàn)過程進(jìn)行研究和論述。 本文對(duì)電子招投標(biāo)平臺(tái)整體介紹后,著重對(duì)實(shí)現(xiàn)電子招投標(biāo)平臺(tái)的基本功能的招投標(biāo)流程管理子系統(tǒng)(項(xiàng)目計(jì)劃--項(xiàng)目建檔--發(fā)標(biāo)--投標(biāo)--開標(biāo)--評(píng)標(biāo)--定標(biāo)--歸檔)進(jìn)行詳細(xì)的描述,包括其業(yè)務(wù)流程及實(shí)現(xiàn)方式等。 通過論文的分析可以看出,第三方電子招投標(biāo)平臺(tái)的是今后招投標(biāo)信息化過程的必必然產(chǎn)物,本文的研究正是針對(duì)于第三方電子招投標(biāo)平臺(tái),采用軟件工程的思想和方法,,進(jìn)行系統(tǒng)的初期的問題定義,可行性分析以及需求分析到最后的系統(tǒng)開發(fā)階段等軟件生命周期中的各個(gè)階段的的工作,并利用面向?qū)ο蟮姆椒ê图夹g(shù)完成系統(tǒng)開發(fā)階段的各項(xiàng)任務(wù),系統(tǒng)采用MVC設(shè)計(jì)模式實(shí)現(xiàn),并通過開源框架Spring MVC作為支持,進(jìn)行業(yè)程序流程的控制,從界面到業(yè)務(wù)邏輯處理再到數(shù)據(jù)庫的操作,最后通過另一開源框架Hibernate實(shí)現(xiàn)ORM(關(guān)系對(duì)象映射)將對(duì)關(guān)系數(shù)據(jù)庫的操作轉(zhuǎn)換為對(duì)象的操作,用面向?qū)ο蟮姆椒▽?shí)現(xiàn)對(duì)數(shù)據(jù)庫的操作。 本文研究對(duì)象電子招投標(biāo)平臺(tái)已成功上線,目前處于試行階段,相信它的逐步成熟將有助于推動(dòng)電子招投標(biāo)發(fā)展,但由于國內(nèi)對(duì)第三方招投標(biāo)平臺(tái)的研究目前任然處于初級(jí)階段,還有待提高和改進(jìn)。
[Abstract]:With the continuous expansion of the Internet application in China, the traditional operation mode and the inherent business pattern of all walks of life have been rapidly changed. Nowadays, the Internet has been widely used in the traditional bidding industry, and the new form of electronic bidding, which is developed by this kind of bidding, has been gradually developed and perfected, greatly improving the price of bidding. China's bidding industry has also ushered in a new development period.
Electronic bidding is the whole or part of the tendering and bidding activities carried out by the main carrier of the data message and electronic means according to the regulations of the relevant laws and regulations of the state. With the rapid development of electronic commerce and project management information, the bidding and bidding industry and all walks of life have been widely and urgently. It is recognized that the use of electronic information technology to transform the traditional form of paper bidding and bidding is a necessary trend to further standardize the open, fair, fair and honest order of bidding, to change the development mode of the tendering and bidding industry, to promote the healthy and scientific development of the industry. Therefore, it is very necessary for us to invest in the development of electronic bidding. The existing problems and the countermeasures should be explored and studied.
Electronic bidding is a special kind of economic behavior. Through the Internet information technology, the traditional bidding business process is realized according to relevant laws and regulations. Its realization can allow all the participants participating in the bidding process to manage and operate the project through a new way of visualization and specialization. It is the essence of electronic bidding to achieve collaborative work through the network, and it is precisely because of this that it can contribute to improving the integrity and efficiency of the bidding and bidding process.
At present, in order to realize the transformation and upgrading of the traditional tendering and bidding industry, it is necessary to realize electronic bidding for its informatization. Similarly, for electronic bidding, the way to develop the third party platform must be taken to obtain the promotion and the real development of the value. This article is based on this situation, and discusses the construction of the electronic bidding platform. On the basis of the study and study of the implementation regulations of the bidding law, the method of electronic bidding and the technical specification for the electronic bidding system, the demand for the construction of the electronic bidding platform is analyzed in detail. Finally, the thesis is based on the application of the software workers of the electronic bidding platform. Cheng's ideas and methods, and related computer's overall design and detailed design of the electronic bidding platform are studied and discussed.
After the introduction of the electronic bidding platform, this paper focuses on the detailed description of the bidding process management subsystem (project plan -- project filing -- bid - bid -- bidding - bid evaluation and filing), which includes the basic functions of the electronic bidding platform, including its business flow and implementation.
Through the analysis of the paper, we can see that the third party electronic bidding platform is the inevitable product of the bidding information process in the future. The research of this paper is the idea and method of software engineering for the third party electronic bidding platform and the initial problem definition, feasibility analysis and demand analysis to the final analysis. The system development phase and other stages of the software life cycle work, and use the object-oriented method and technology to complete the tasks of the system development stage, the system is implemented by MVC design mode, and through the open source framework Spring MVC as the support, the control of the industry program flow, from the interface to the business logic processing to the number. According to the operation of the library, the operation of ORM (relational object mapping) is realized by another open source framework Hibernate, which converts the operation of the relational database into the object, and implements the operation of the database with the object oriented method.
The electronic bidding platform has been successfully launched in this paper. It is currently in the trial stage. It is believed that its gradual maturity will help to promote the development of electronic bidding. However, the research on the third party bidding platform in China is at the primary stage at present, and it still needs to be improved and changed.
