【摘要】：建設(shè)工程項目的生產(chǎn)規(guī)模大、資源消耗多、生產(chǎn)和使用周期長以及管理任務重等特點決定了工程項目實施過程中存在著大量導致工程變更的不確定因素,工程變更頻繁發(fā)生;而工程變更也對項目的投資、進度、質(zhì)量三大管理目標的實現(xiàn)形成了巨大阻礙。綜合工程變更發(fā)生的高頻性和變更對項目管理造成的不可小覷的影響,工程變更管理勢必成為建設(shè)工程項目管理的一項重要內(nèi)容,研究對工程變更的管理和控制具有重要意義。本文站在業(yè)主方的角度進行研究,首先通過對工程變更管理相關(guān)背景資料的分析,總結(jié)出研究的意義和目的,然后通過對大量國內(nèi)外文獻資料的分析,總結(jié)出對工程變更管理研究的三個不足之處。接著對工程變更的定義、分類、表現(xiàn)形式及其影響等相關(guān)理論作一個概述,為接下來的研究奠定理論基礎(chǔ)。再接著對這三個問題分別提出實用的分類解決方法:第一,確定了一套變更風險流程管理的方法,分為設(shè)定目標、風險識別、風險評估、風險分配、風險控制、風險管理后評估六個步驟來進行工程變更風險的有效控制;第二,在做好變更風險控制的前提下,采用定性與定量相結(jié)合的方法,構(gòu)建群決策REM相對熵集結(jié)模型來進行變更方案優(yōu)選,解決了變更方案選擇隨意性大的問題;第三,詳盡明確了三類變更綜合單價的確定方法并建立了識別變更綜合單價中不平衡報價的數(shù)學模型,解決了變更綜合單價確定無定則的問題;最后進行研究總結(jié),指出本文研究的不足并對今后變更管理的研究作出展望。本文通過對工程變更管理中現(xiàn)存的三個問題提出實用的解決方法,為變更管理提供重要的思路,對順利實現(xiàn)項目管理的三大目標具有重大的現(xiàn)實意義。
[Abstract]:The characteristics of large production scale, large consumption of resources, long production and service cycle and heavy management tasks determine that there are a large number of uncertain factors leading to engineering changes in the process of implementation of construction projects, and engineering changes occur frequently. But the project change also forms the huge obstacle to the project investment, the progress, the quality three management goal realization. The high frequency of the comprehensive engineering change and the influence of the change on the project management can not be underestimated. The engineering change management is bound to become an important content of the construction project management, and the research is of great significance to the management and control of the engineering change. In this paper, from the perspective of the owner, the author summarizes the significance and purpose of the research through the analysis of the background information of engineering change management, and then through the analysis of a large number of domestic and foreign literature. Three deficiencies of the research on project change management are summarized. Then the definition, classification, manifestation and influence of engineering change are summarized, which lays a theoretical foundation for the following research. Then put forward the practical classification solutions to these three problems: first, determine a set of change risk process management methods, including target setting, risk identification, risk assessment, risk allocation, risk control, After risk management, six steps are used to effectively control the risk of engineering change. Secondly, the qualitative and quantitative methods are used to control the risk of engineering change. The REM relative entropy aggregation model is constructed to optimize the selection of change schemes, which solves the problem of randomness in the selection of change schemes. Thirdly, In this paper, the methods of determining three kinds of variable integrated unit price are clarified in detail, and the mathematical model of identifying unbalanced quotation in changing comprehensive unit price is established, which solves the problem of determining the unfixed price of changing comprehensive unit price. This paper points out the deficiency of this paper and looks forward to the study of change management in the future. This paper puts forward practical solutions to the three existing problems in project change management, which provides important ideas for change management, and has great practical significance for the smooth realization of the three goals of project management.
