【摘要】：隨著信息系統(tǒng)項目使用的越來越多,項目需求變化加速,集團越來越難以應對。為了加強信息項目管控,企業(yè)需要讓這些不斷涌現、變化的需求有序化,需求管理是整個開發(fā)流程管理的龍頭,也是應用挑戰(zhàn)的源頭。信息化系統(tǒng)成功與否往往取決于它是否滿足需求,項目需求的管理是否正確已是項目成功的關鍵。需求管理直接決定信息化系統(tǒng)實施的效果,也決定了信息化項目管理能否與滿足業(yè)務需求。近年來,隨著能源行業(yè)的迅速發(fā)展,GDW集團正在進行一體化一體化信息系統(tǒng)的建設,為了能夠在一體化系統(tǒng)建設過程中,避免需求不可管控,需求管理不規(guī)范的情況,需要對集團一體化系統(tǒng)的需求管理進行研究。因此,本人認為選取GDW集團作為研究樣本,探討集團一體化系統(tǒng)需求管理如何從體系建立、部門聯(lián)動、需求閉環(huán)管理等方面共同著手,提升集團一體化信息系統(tǒng)需求管理能力,具有一定的代表性和普遍意義。文章從一開始通過對研究背景、研究意義、研究內容和方法分析,說明了該研究對GDW集團需求管理的理論意義和現實意義。著重回顧了國內外信息系統(tǒng)需求管理相關理論研究的文獻綜述。從GDW集團信息需求管理現狀出發(fā),分別闡述了GDW集團一體化系統(tǒng)概況及GDW集團系統(tǒng)項目需求管理現狀。為客觀地了解GDW集團信息化系統(tǒng)需求管理現狀,有效總結信息化建設成功的經驗與失敗的教訓,找出帶有普遍性、關鍵性的問題,推進GDW集團信息化需求管理水平提供決策依據,提供發(fā)展新思路,開展問卷調查。并對問卷調查進行了統(tǒng)計分析,對當前信息化建設與系統(tǒng)管理的內外部環(huán)境進行系統(tǒng)分析,進一步明確了GDW集團信息系統(tǒng)項目管理的優(yōu)勢、劣勢、機遇和挑戰(zhàn),調查結果顯示,架構管控、組織分工、系統(tǒng)需求管控標準化規(guī)范化,是重點優(yōu)化的三個方向。根據GDW集團信息化項目管理實際情況,結合問卷調查及訪談結果,提出GDW集團信息需求管理存在問題,信息系統(tǒng)需求沒有進行全程管理和跟蹤,系統(tǒng)規(guī)模比較小,功能相對單一、集成性比較差,整體的業(yè)務應用水平偏低,難以支撐集團集團化運作和集約化、精細化管理,直屬各單位信息化建設發(fā)展不平衡,差異較大,影響了集團整體信息化水平,對信息化的認識需要提高,組織架構一體化需要進一步完善,系統(tǒng)建設范圍難以明確,需求變更頻繁,制度標準有待規(guī)范。本文的最后一章著重從提升GDW集團一體化系統(tǒng)需求管理能力對策與建議出發(fā),提出了具體的、有針對性的需求管理措施,包括構建企業(yè)架構基線、規(guī)范一體化需求管理組織、構建統(tǒng)一的標準化、規(guī)范化管控體系、搭建PMO輔助管理工具平臺能夠為GDW一體化系統(tǒng)需求管理做好管控奠定理論基礎。
[Abstract]:As more and more information system projects are used, the change of project demand accelerates, the group becomes more and more difficult to deal with. In order to strengthen the management of information projects, enterprises need to make these constantly emerging and changing requirements in an orderly manner. Demand management is the lead of the whole development process management, and also the source of application challenges. The success of the information system often depends on whether it meets the requirements, and whether the management of the project requirements is correct is the key to the success of the project. Requirement management directly determines the effect of the implementation of information system, and also determines whether the information project management can meet the business needs. In recent years, with the rapid development of energy industry, GDW Group is carrying out the construction of integrated information system. It is necessary to study the requirement management of group integration system. Therefore, I think the GDW group is selected as the research sample to discuss how to improve the group integrated information system demand management ability from the aspects of system establishment, department linkage, demand closed loop management, etc. It has certain representativeness and universal significance. From the beginning of this paper, the theoretical and practical significance of the research on GDW group demand management is explained by analyzing the background, significance, content and method of the research. This paper reviews the literature review of information system demand management theory at home and abroad. Based on the present situation of information demand management in GDW group, the general situation of integrated system of GDW group and the current situation of project requirement management of GDW group are expounded respectively. In order to objectively understand the current situation of GDW group information system demand management, effectively sum up the successful experience and failure lessons of informatization construction, find out the universal and key problems. To promote the level of information demand management of GDW Group to provide decision-making basis, provide new ideas for development, and carry out questionnaire survey. This paper also makes a statistical analysis of the questionnaire survey, systematically analyzes the internal and external environment of the current information construction and system management, and further clarifies the advantages, disadvantages, opportunities and challenges of the information system project management of GDW Group. The results of the investigation show that, Architecture control, organizational division of labor, standardization and standardization of system demand management and control are the three key optimization directions. According to the actual situation of information project management in GDW Group, combined with the results of questionnaire and interview, the paper points out that there are problems in information demand management of GDW Group, the information system demand is not managed and tracked in the whole process, and the scale of the system is relatively small. The function is relatively single, the integration is relatively poor, the whole business application level is on the low side, it is difficult to support the group group operation and the intensive operation, the fine management, the directly subordinate each unit information construction development is not balanced, the difference is big, It has affected the whole information level of the group, the understanding of informatization needs to be improved, the integration of organizational structure needs to be further improved, the scope of system construction is difficult to clarify, the demand changes frequently, and the system standards need to be standardized. In the last chapter of this paper, the author puts forward concrete and targeted measures of demand management, including building the baseline of enterprise architecture, standardizing the organization of integrated demand management, starting from the countermeasures and suggestions to improve the ability of demand management of GDW group integration system. The construction of unified standardization, standardized management and control system, and the establishment of PMO auxiliary management tool platform can lay a theoretical foundation for the GDW integrated system demand management and control.
