【摘要】：項(xiàng)目后評(píng)價(jià)是項(xiàng)目周期中的一個(gè)不可缺少的重要環(huán)節(jié),通常是選取已經(jīng)竣工驗(yàn)收投產(chǎn)運(yùn)行的項(xiàng)目作為評(píng)價(jià)對(duì)象,對(duì)該項(xiàng)目的目標(biāo)、項(xiàng)目各階段的執(zhí)行過程、投產(chǎn)運(yùn)行后項(xiàng)目的實(shí)際收益以及該項(xiàng)目所產(chǎn)生的影響等幾個(gè)方面作出評(píng)價(jià),其評(píng)價(jià)分析過程要全面系統(tǒng)且要講求客觀性,從而確定項(xiàng)目預(yù)期目標(biāo)的完成情況,總結(jié)成功經(jīng)驗(yàn)和失敗教訓(xùn),做到揚(yáng)長(zhǎng)避短,為未來新項(xiàng)目的決策和管理提供科學(xué)指導(dǎo),從而達(dá)到提高項(xiàng)目收益的目的。近年來,隨著我國(guó)建設(shè)投資規(guī)模的不斷擴(kuò)大,前期項(xiàng)目后評(píng)價(jià)對(duì)同類或相關(guān)項(xiàng)目的設(shè)計(jì)和實(shí)施所表現(xiàn)出來的指導(dǎo)作用尤為突出,從而開展項(xiàng)目后評(píng)價(jià)的部門逐漸增加,在理論研究方面,也越來越引起學(xué)者的關(guān)注。論文系統(tǒng)梳理了國(guó)內(nèi)外項(xiàng)目后評(píng)價(jià)相關(guān)的文獻(xiàn),闡述了國(guó)內(nèi)外項(xiàng)目后評(píng)價(jià)的研究現(xiàn)狀,全面探討了項(xiàng)目后評(píng)價(jià)的理論基礎(chǔ)、方法和應(yīng)用情況。在此基礎(chǔ)上,選取煙臺(tái)潮水機(jī)場(chǎng)供油工程項(xiàng)目為研究對(duì)象,采用對(duì)比分析和定性定量相結(jié)合的方法對(duì)該項(xiàng)目進(jìn)行系統(tǒng)的項(xiàng)目后評(píng)價(jià)分析,主要包括項(xiàng)目實(shí)施過程后評(píng)價(jià)、項(xiàng)目技術(shù)經(jīng)濟(jì)后評(píng)價(jià)、項(xiàng)目環(huán)境影響后評(píng)價(jià)及社會(huì)影響后評(píng)價(jià),分析項(xiàng)目建設(shè)過程中存在的問題,總結(jié)經(jīng)驗(yàn)和不足,以便為后期項(xiàng)目做實(shí)踐指導(dǎo)。
[Abstract]:Post-project evaluation is an indispensable and important link in the project cycle. Usually, the project that has been completed and accepted and put into operation is selected as the evaluation object, the target of the project and the execution process of each stage of the project. After putting into operation, the actual income of the project and the impact of the project are evaluated. The process of evaluation and analysis should be comprehensive, systematic and objective, so as to determine the completion of the expected objectives of the project. By summing up the successful experience and failure lessons, we can make the best use of the advantages and avoid the disadvantages, and provide scientific guidance for the decision making and management of the new project in the future, so as to achieve the purpose of improving the project income. In recent years, with the continuous expansion of the scale of construction investment in our country, the post-evaluation of pre-project has played a particularly important role in the design and implementation of similar or related projects, and the number of departments carrying out post-project evaluation has gradually increased. In the aspect of theoretical research, scholars pay more and more attention to it. This paper systematically combs the literature about project post evaluation at home and abroad, expounds the present research situation of project post evaluation at home and abroad, and probes into the theoretical basis, method and application of project post evaluation in an all-round way. On this basis, the oil supply project of Yantai Chaoshui Airport is selected as the research object, and the method of comparative analysis and qualitative and quantitative analysis is used to carry out systematic post-project evaluation and analysis, mainly including the post-evaluation of the project implementation process. This paper analyzes the problems existing in the process of project construction and sums up the experience and deficiency in order to provide practical guidance for the later stage of the project by analyzing the technical and economic post-evaluation of project, post-evaluation of environmental impact of project and post-evaluation of social impact.
