【摘要】：油氣管道建設(shè)項(xiàng)目的后評(píng)價(jià),是管道項(xiàng)目管理中的一個(gè)重要組成部分。后評(píng)價(jià)可劃分為五部分,即建設(shè)項(xiàng)目的目標(biāo)后評(píng)價(jià)、施工后評(píng)價(jià)、經(jīng)濟(jì)效益后評(píng)價(jià)、影響和可持續(xù)能力后評(píng)價(jià)。油氣管道建設(shè)項(xiàng)目后評(píng)價(jià)的目的是通過實(shí)際運(yùn)營與可研預(yù)測(cè)的比較,發(fā)現(xiàn)實(shí)施過程中存在的偏差,經(jīng)濟(jì)效益達(dá)成度,目標(biāo)實(shí)現(xiàn)程度等相關(guān)問題,分析問題,提出改進(jìn)建議。這一建議不僅是對(duì)建設(shè)項(xiàng)目前期可研預(yù)測(cè)的一個(gè)總結(jié)和改進(jìn),也是對(duì)建設(shè)項(xiàng)目以后實(shí)施的一個(gè)預(yù)測(cè)和計(jì)劃,同時(shí)可以給同行業(yè)相關(guān)建設(shè)項(xiàng)目以建議和參考。本文針對(duì)油氣管道建設(shè)項(xiàng)目后評(píng)價(jià)當(dāng)中存在的一些問題,如評(píng)價(jià)方法不統(tǒng)一,不同項(xiàng)目評(píng)價(jià)方法針對(duì)性不強(qiáng),后評(píng)價(jià)工作中經(jīng)濟(jì)評(píng)價(jià)部分工作復(fù)雜等,在充分研究建設(shè)項(xiàng)目后評(píng)價(jià)理論和分析對(duì)比國內(nèi)外發(fā)展現(xiàn)狀的基礎(chǔ)上,針對(duì)油氣管道建設(shè)項(xiàng)目的特點(diǎn),選用了對(duì)比評(píng)價(jià)法、層次分析法和模糊評(píng)價(jià)法相結(jié)合的綜合評(píng)價(jià)方法,構(gòu)建了油氣管道建設(shè)項(xiàng)目后評(píng)價(jià)指標(biāo)體系,并開發(fā)油氣管道建設(shè)項(xiàng)目后評(píng)價(jià)軟件(經(jīng)濟(jì)部分),得出一套較為合理的研究方案。為驗(yàn)證研究方案的可行性和準(zhǔn)確性,針對(duì)某地區(qū)某輸氣管道建設(shè)項(xiàng)目,進(jìn)行了后評(píng)價(jià)工作并得出了該項(xiàng)目相關(guān)的后評(píng)價(jià)報(bào)告,證明該油氣管道建設(shè)項(xiàng)目后評(píng)價(jià)方案切實(shí)可行。
[Abstract]:Post-evaluation of oil-gas pipeline construction project is an important part of pipeline project management. The post evaluation can be divided into five parts, namely, the objective post evaluation, the construction post evaluation, the economic benefit post evaluation, the influence and the sustainable ability post evaluation of the construction project. The purpose of post evaluation of oil and gas pipeline construction project is to find out some related problems in the process of implementation, such as deviation, degree of economic benefit achievement, degree of realization of target and so on, through comparison between actual operation and feasibility prediction, and put forward some suggestions for improvement. This proposal is not only a summary and improvement of the preliminary research forecast of the construction project, but also a forecast and plan to be carried out after the construction project is implemented, and it can also provide suggestions and references for the related construction projects in the same industry. This paper aims at some problems existing in the post-evaluation of oil and gas pipeline construction projects, such as the disunity of evaluation methods, the weak pertinence of different evaluation methods, the complexity of the economic evaluation work in the post-evaluation work, and so on. On the basis of fully studying the theory of post-evaluation of construction project and analyzing and comparing the development situation at home and abroad, according to the characteristics of oil and gas pipeline construction project, a comprehensive evaluation method combining comparative evaluation method, analytic hierarchy process method and fuzzy evaluation method is selected. The post evaluation index system of oil and gas pipeline construction project is constructed, and the software of post evaluation of oil and gas pipeline construction project is developed. In order to verify the feasibility and accuracy of the research project, the post evaluation work was carried out for a certain gas pipeline construction project in a certain area and the relevant post evaluation report of the project was obtained, which proved that the post evaluation scheme of the oil and gas pipeline construction project was feasible.
