【摘要】：隨著科學(xué)技術(shù)以及社會(huì)經(jīng)濟(jì)的發(fā)展,國內(nèi)科技實(shí)力得到迅速提升,且每年都在增加科研經(jīng)費(fèi)投入,每年都會(huì)實(shí)施大量科技計(jì)劃項(xiàng)目,且已經(jīng)獲得豐碩成果。在科技計(jì)劃項(xiàng)目管理過程中因存在比較低的信息共享程度,導(dǎo)致在科技計(jì)劃項(xiàng)目立項(xiàng)和管理過程中存在一定問題,例如重復(fù)支持熱門科技計(jì)劃項(xiàng)目,忽視其他領(lǐng)域科技計(jì)劃項(xiàng)目;不能及時(shí)公布科技計(jì)劃項(xiàng)目信息以及科研成果,因此使科技資源不能得到充分利用。這些問題會(huì)降低使用科技資源的效益,導(dǎo)致極大程度上浪費(fèi)財(cái)力、物力以及人力等資源。所以科技計(jì)劃項(xiàng)目信息共享系統(tǒng)的建立是科技計(jì)劃項(xiàng)目信息共享實(shí)現(xiàn)的基礎(chǔ),可以提升使用科技資源的效率。近年來隨著《政府信息公開條例》的實(shí)施,信息公開發(fā)展成為改革政治體制的熱點(diǎn)話題。經(jīng)過多年實(shí)踐發(fā)現(xiàn),公眾逐漸已經(jīng)不滿足政府僅僅只是進(jìn)行行政信息的單純性公開,更加希望了解政府壟斷性信息。在創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略的影響下,利用以及轉(zhuǎn)化國家科技計(jì)劃項(xiàng)目成果逐漸成為經(jīng)濟(jì)發(fā)展的有力支點(diǎn),因此在政府發(fā)展中公開科技計(jì)劃項(xiàng)目成果信息再一次得到重視。基于經(jīng)濟(jì)以及科技一體化大環(huán)境以及國內(nèi)科技事業(yè)不斷進(jìn)步與發(fā)展的背景下,科技計(jì)劃項(xiàng)目信息共享相關(guān)問題越來越得到重視。想要在新形勢下發(fā)展科研活動(dòng)促進(jìn)社會(huì)科技的發(fā)展,需要對科技計(jì)劃項(xiàng)目予以科學(xué)有效的管理,在社會(huì)范圍內(nèi)以及科技管理組織間建立科技計(jì)劃項(xiàng)目執(zhí)行、科技計(jì)劃項(xiàng)目立項(xiàng)、科技計(jì)劃項(xiàng)目驗(yàn)收、科技計(jì)劃項(xiàng)目研究成果等資源共享平臺,可以顯著改善使用科技資源的效益,以便于可以為科學(xué)決策奠定基礎(chǔ)。本論文首先提出了科技計(jì)劃項(xiàng)目管理信息資源共享模式研究的選題背景、研究意義以及國內(nèi)外研究現(xiàn)狀,分析了科技計(jì)劃項(xiàng)目管理信息資源共享模式的可行性以及必要性;把信息資源管理理論、公共物品與公共服務(wù)理論和資源優(yōu)化配置理論做為本文研究的理論基礎(chǔ);深入分析了宏觀科技體制、科技管理體制、共享平臺結(jié)構(gòu)與功能、法律法規(guī)四個(gè)因素對科技計(jì)劃項(xiàng)目管理信息資源共享模式設(shè)計(jì)的影響,研究借鑒國內(nèi)外典型政府信息資源共享模式,如金融信用信息資源共享模式分析、科技文獻(xiàn)共享模式,提出科技計(jì)劃項(xiàng)目管理信息資源共享的主客體,設(shè)立了技計(jì)劃項(xiàng)目管理信息資源共享模式設(shè)計(jì)應(yīng)遵循的基本原則,在此基礎(chǔ)上提出了純公益性、準(zhǔn)公益性、商業(yè)化三種備選共享模式。最后通過對三種備選共享模式的定性分析和定量比選,選出了一種最具備應(yīng)用價(jià)值的備選模式。
[Abstract]:With the development of science and technology and social economy, the strength of domestic science and technology has been promoted rapidly, and the investment of scientific research funds is increasing every year, and a large number of scientific and technological projects are implemented every year, and they have already achieved fruitful results.Because of the low level of information sharing in the process of science and technology project management, there are some problems in the process of project establishment and management, such as repeated support for popular science and technology projects.Neglecting other fields of scientific and technological planning projects, and failing to publish the information and achievements of scientific and technological projects in time, so that the scientific and technological resources can not be fully utilized.These problems will reduce the efficiency of the use of scientific and technological resources, resulting in a great deal of waste of financial, material and human resources.Therefore, the establishment of the information sharing system is the foundation of the realization of the information sharing of the science and technology plan project, which can improve the efficiency of using the science and technology resources.In recent years, with the implementation of government information disclosure regulations, the development of information disclosure has become a hot topic in the reform of political system.After many years of practice, the public has gradually not satisfied the government only to carry out administrative information of the simple publicity, more want to know the government monopoly information.Under the influence of innovation-driven development strategy, using and transforming the achievements of national scientific and technological projects has gradually become the powerful fulcrum of economic development.Based on the environment of economic and scientific and technological integration and the continuous progress and development of science and technology in China, more and more attention has been paid to the information sharing of science and technology projects.In order to develop scientific research activities and promote the development of social science and technology under the new situation, it is necessary to manage the scientific and technological projects scientifically and effectively, to establish the implementation of scientific and technological projects within the social scope and among the scientific and technological management organizations, and to establish scientific and technological planning projects.The scientific and technological plan project acceptance, the science and technology plan project research achievement and so on resources sharing platform, may obviously improve the utilization science and technology resources benefit, in order to may lay the foundation for the scientific decision.Firstly, this paper puts forward the research background, significance and current situation of the research on the information resource sharing mode of science and technology plan project management management, and analyzes the feasibility and necessity of the information resource sharing mode of science and technology plan project management management.Taking information resource management theory, public goods and public service theory and resource optimization theory as the theoretical basis of this paper, the author deeply analyzes the macro science and technology system, the science and technology management system, the structure and function of the shared platform.The influence of four factors of laws and regulations on the design of information resource sharing mode of science and technology project management, and the study on the model of information resource sharing of government at home and abroad, such as the analysis of financial credit information resource sharing mode, and the sharing mode of science and technology documents.This paper puts forward the subject and object of scientific and technological project management information resource sharing, sets up the basic principles to be followed in the design of technology plan project management information resource sharing mode, and puts forward the pure public welfare and quasi-public welfare on this basis.Commercialization of three alternative sharing models.Finally, through qualitative analysis and quantitative comparison of the three alternative shared modes, an alternative model with the best application value is selected.
