【摘要】：建設(shè)項(xiàng)目工程可行性研究(Feasibility study, Fs)是政府投資項(xiàng)目前期工作的重要步驟,亦是政府投資項(xiàng)目工程建設(shè)管理中的一項(xiàng)重要程序,是確保工程項(xiàng)目以最小的成本取得最大的社會(huì)效益和經(jīng)濟(jì)效益,按照設(shè)計(jì)藍(lán)圖實(shí)現(xiàn)技術(shù)先進(jìn)、經(jīng)濟(jì)實(shí)用的科學(xué)方法。本文主要從政府投資項(xiàng)目可行性研究階段的相關(guān)理論、鄉(xiāng)鎮(zhèn)衛(wèi)生院類政府投資項(xiàng)目在前期可行性研究階段的案例實(shí)踐這兩方面進(jìn)行論述。對(duì)于鄉(xiāng)鎮(zhèn)衛(wèi)生院類政府投資項(xiàng)目前期管理階段的可行性研究工作分析,在以往鮮有相關(guān)的案例。所以,文章首先從政府投資項(xiàng)目可行性研究相關(guān)理論,包括現(xiàn)階段政府投資項(xiàng)目的定義分類；政府投資項(xiàng)目前期可行性研究工作的步驟、內(nèi)容、特點(diǎn)等方面對(duì)公共項(xiàng)目的可行性研究在理論上進(jìn)行詳細(xì)的闡述與分析。然后,以南湖區(qū)F鎮(zhèn)衛(wèi)生院新建項(xiàng)目前期工程可行性研究階段為例來對(duì)鄉(xiāng)鎮(zhèn)衛(wèi)生院類公共衛(wèi)生項(xiàng)目的可行性研究工作進(jìn)行分析。在案例分析中,首先,文章分析與介紹了該公共項(xiàng)目在可行性研究階段的相關(guān)要件,包括F鎮(zhèn)衛(wèi)生院新建工程的項(xiàng)目實(shí)施背景,以及項(xiàng)目的技術(shù)、經(jīng)濟(jì)與社會(huì)評(píng)價(jià)。之后,分析了該項(xiàng)目在可行性研究審批階段所遇到的問題及解決方案,主要包括鄉(xiāng)鎮(zhèn)衛(wèi)生院類公共衛(wèi)生項(xiàng)目的建設(shè)規(guī)模問題以及項(xiàng)目土地容積率問題,總結(jié)出此類公共衛(wèi)生項(xiàng)目在前期可行性研究工作階段需要注意的相關(guān)事項(xiàng),說明了政府投資項(xiàng)目,特別是類似案例一類的鄉(xiāng)鎮(zhèn)衛(wèi)生院項(xiàng)目,其業(yè)主單位及主管部門要加強(qiáng)對(duì)項(xiàng)目可行性研究的重視程度,力爭(zhēng)在工程可行性研究階段盡早發(fā)現(xiàn)和解決相關(guān)問題、隱患；保證項(xiàng)目的建設(shè)過程及竣工運(yùn)營(yíng)之后的經(jīng)濟(jì)、社會(huì)效益。
[Abstract]:Feasibility study (Fs) is an important step in the early stage of the government investment project, and is also an important procedure in the construction management of the government investment project.It is a scientific method to ensure the engineering project to obtain the greatest social benefit and economic benefit with the minimum cost, and to realize the advanced technology and economical and practical method according to the design blueprint.This article mainly from the government investment project feasibility study stage related theory, the township health center type government investment project in the preliminary feasibility research stage the case practice these two aspects carries on the elaboration.There are few related cases in the analysis of the feasibility study on the management stage of government investment projects of township health centers in the past.Therefore, this article first from the government investment project feasibility study related theory, including the present stage government investment project definition classification, the government investment project preliminary feasibility research work step, the content,The characteristics of the feasibility of public projects in the theoretical elaboration and analysis.Then, the feasibility study of the public health project of township health center is analyzed by taking the pre-project feasibility study stage of the new project of F town health center in Nanhu district as an example.In the case study, first of all, the paper analyzes and introduces the relevant elements of the public project in the feasibility study stage, including the implementation background of the new project of the F town health center, as well as the technical, economic and social evaluation of the project.After that, the paper analyzes the problems and solutions of the project in the stage of feasibility study and approval, including the construction scale of the public health project of township health center and the land volume ratio of the project.It summarizes the relevant matters that need to be paid attention to in the preliminary feasibility study stage of this kind of public health project, and explains the government investment projects, especially the township health center projects such as similar cases.Its owners and departments in charge should pay more attention to the feasibility study of the project, strive to find and solve the related problems and hidden dangers as early as possible in the stage of project feasibility study, and ensure the construction process of the project and the economy after completion and operation,Social benefits.
