【摘要】：電力供應(yīng)關(guān)系著國計(jì)民生,而電力工程(變電站、線路等)是電網(wǎng)穩(wěn)定運(yùn)行的重要保障。全國各省電網(wǎng)公司一直在不斷擴(kuò)大規(guī)模進(jìn)行電網(wǎng)建設(shè)和改造,提高供電服務(wù)水平。在這種情形下,加強(qiáng)電力工程建設(shè)管理也愈發(fā)顯得重要,而工程服務(wù)類合同(即設(shè)計(jì)、施工和監(jiān)理合同,下同)作為工程項(xiàng)目管理最基本的保障,如何提高和加強(qiáng)工程服務(wù)類合同管理水平,這正是本文的著手點(diǎn)和出發(fā)點(diǎn)。 本文重點(diǎn)對(duì)其業(yè)務(wù)內(nèi)容進(jìn)行了重新梳理,并基于梳理的內(nèi)容,對(duì)工程服務(wù)類合同管理信息系統(tǒng)開展了分析、設(shè)計(jì)、實(shí)現(xiàn)和測試。 在系統(tǒng)分析階段：(1)提出了BOQ計(jì)價(jià)方式下的總體業(yè)務(wù)框架,工程量清單(BOQ)對(duì)服務(wù)類合同管理形成了全方位的支撐。(2)在總體框架下,結(jié)合電力行業(yè)工程服務(wù)類合同特點(diǎn),對(duì)工程服務(wù)類合同管理內(nèi)容進(jìn)行了詳細(xì)的劃分。(3)給出了BOQ計(jì)價(jià)方式下的業(yè)務(wù)流程重組方案,并利用改進(jìn)后的模糊綜合評(píng)價(jià)方法,對(duì)重組后流程進(jìn)行了量化的評(píng)價(jià)分析。 在系統(tǒng)設(shè)計(jì)階段：給出了BOQ計(jì)價(jià)方式下的系統(tǒng)總體設(shè)計(jì)方案,將工程量清單(BOQ)與服務(wù)類合同相關(guān)功能進(jìn)行了充分的結(jié)合。系統(tǒng)總體設(shè)計(jì)方案包括三部分：(1)系統(tǒng)總體架構(gòu)及系統(tǒng)集成方案；(2)系統(tǒng)功能模塊劃分；(3)涵蓋8個(gè)數(shù)據(jù)表的系統(tǒng)數(shù)據(jù)庫設(shè)計(jì)方案。 在系統(tǒng)實(shí)現(xiàn)與測試階段：依據(jù)系統(tǒng)設(shè)計(jì)方案,進(jìn)行了系統(tǒng)實(shí)現(xiàn),并設(shè)計(jì)了38個(gè)測試用例進(jìn)行測試。 總體來說,本文從相關(guān)基本理論研究入手,在系統(tǒng)邏輯分析、業(yè)務(wù)流程分析、系統(tǒng)設(shè)計(jì)等方面對(duì)電力行業(yè)工程服務(wù)類合同管理系統(tǒng)進(jìn)行深入研究。
[Abstract]:The power supply is related to the national economy and the people's livelihood, and the electric power engineering (substation, line, etc.) is an important guarantee for the stable operation of the power grid. In this case, it is more and more important to strengthen the management of electric power engineering construction, and the contract of engineering service (i.e. design, construction and supervision contract, the same as the following) is the most basic guarantee of project management. How to improve and strengthen the management level of engineering service contract is the starting point and starting point of this paper. This paper focuses on the re-combing of its business content, and based on the combing content, the paper analyzes, designs, implements and tests the project service contract management information system. In the system analysis stage: 1) put forward the overall business framework under the BOQ pricing mode, the bill of quantities (BOQ) has formed the omnidirectional support to the service type contract management. (2) under the overall frame, unifies the electric power profession engineering service type contract characteristic, In this paper, the management contents of engineering service contract are divided into three parts in detail. The project of business process reengineering under BOQ pricing mode is given, and the quantitative evaluation and analysis of the reengineering process is carried out by using the improved fuzzy comprehensive evaluation method. In the system design phase, the overall design scheme of the system under the BOQ pricing mode is given. The system overall design scheme includes three parts: 1) the overall architecture of the system and the system integration scheme 2) the system function modules are divided into 8 data tables. System database design scheme. In the phase of system implementation and testing, the system is implemented according to the system design scheme, and 38 test cases are designed for testing. In general, this paper starts with the relevant basic theory research, in the system logic analysis, the business process analysis, the system design and so on, carries on the thorough research to the electric power industry engineering service type contract management system.
