【摘要】：如今,國(guó)內(nèi)風(fēng)險(xiǎn)管理(包含工程建設(shè)項(xiàng)目的風(fēng)險(xiǎn)管理工作)探索還處在初步時(shí)期,致使對(duì)工程建設(shè)項(xiàng)目的風(fēng)險(xiǎn)研究和管理仍未完備。由此看來(lái),工程建設(shè)項(xiàng)目的風(fēng)險(xiǎn)管理探索還要深入強(qiáng)化。利用本文探索,可以深入強(qiáng)化信息類項(xiàng)目工程風(fēng)險(xiǎn)的控制,從而促進(jìn)信息類工程發(fā)展更為迅速。此外,也給相關(guān)部門與組織的風(fēng)險(xiǎn)控制提供了借鑒。本文從項(xiàng)目管理角度出發(fā),以項(xiàng)目風(fēng)險(xiǎn)管理學(xué)說(shuō)為立足點(diǎn),聯(lián)系BJGA信息化項(xiàng)目特征,探索BJGA信息化項(xiàng)目風(fēng)險(xiǎn)控制基礎(chǔ)流程,研究信息化項(xiàng)目風(fēng)險(xiǎn)控制的現(xiàn)階段情況與特征,研究信息化項(xiàng)目判別風(fēng)險(xiǎn)的手段,探索信息化項(xiàng)目評(píng)估與處理風(fēng)險(xiǎn)的方式,且初步形成信息化項(xiàng)目風(fēng)險(xiǎn)控制的整體模型。BJGA信息化全面提升了國(guó)安機(jī)關(guān)對(duì)敵作戰(zhàn)能力與國(guó)安機(jī)關(guān)內(nèi)在行政能力,提升了為人民提供服務(wù)的水平。信息化項(xiàng)目雖然存在風(fēng)險(xiǎn),并非不可控制,重點(diǎn)是我們必須判別風(fēng)險(xiǎn),且制定出克制風(fēng)險(xiǎn)的方法,方能確保警務(wù)信息化項(xiàng)目建設(shè)始終處于正確的發(fā)展方向。針對(duì)BJGA信息化項(xiàng)目風(fēng)險(xiǎn)出現(xiàn)在項(xiàng)目建設(shè)的整個(gè)生命過(guò)程中的多個(gè)環(huán)節(jié)的特征以及本信息化項(xiàng)目的建設(shè)流程,把本項(xiàng)目風(fēng)險(xiǎn)劃分成計(jì)劃風(fēng)險(xiǎn)、施行風(fēng)險(xiǎn)與運(yùn)作風(fēng)險(xiǎn)三種類型。根據(jù)判別出的項(xiàng)目計(jì)劃、施行、運(yùn)行時(shí)期的風(fēng)險(xiǎn)元素,按照本文指出的模糊整體評(píng)估方式對(duì)項(xiàng)目展開(kāi)風(fēng)險(xiǎn)的評(píng)估。按照模糊整體評(píng)估方式概率分層基準(zhǔn),本次項(xiàng)目風(fēng)險(xiǎn)的因子是0.534,這個(gè)數(shù)據(jù)處于0.3-0.7的范圍內(nèi),所以項(xiàng)目風(fēng)險(xiǎn)處于中等級(jí)別,計(jì)劃時(shí)期的風(fēng)險(xiǎn)級(jí)別最高,應(yīng)當(dāng)重點(diǎn)進(jìn)行防控。本文采用理論探索和項(xiàng)目施行經(jīng)驗(yàn)緊密聯(lián)系的方式,提升了研究成果的科學(xué)性與全面性。關(guān)于BJGA信息類項(xiàng)目風(fēng)險(xiǎn)管理的模型探索,仍然可以繼續(xù)深入。定性與定量研究緊密相連的風(fēng)險(xiǎn)研究模型是研究項(xiàng)目風(fēng)險(xiǎn)的大方向,把更多技術(shù)與方法納入項(xiàng)目風(fēng)險(xiǎn)的控制工作中,對(duì)這類技術(shù)與方式展開(kāi)國(guó)安部門適用性研究與分析,且根據(jù)研究成果建立適應(yīng)國(guó)安信息類項(xiàng)目特征的風(fēng)險(xiǎn)控制模型,可以對(duì)國(guó)安信息類項(xiàng)目風(fēng)險(xiǎn)控制形成更有意義的指導(dǎo)。
[Abstract]:At present, the exploration of domestic risk management (including the risk management of engineering construction projects) is still in its initial stage, resulting in the incomplete risk research and management of engineering construction projects. The exploration of risk management in engineering construction projects should be further strengthened. With the exploration of this paper, the risk control of information projects can be further strengthened, thus promoting the development of information projects more rapidly. From the point of view of project management, based on the theory of project risk management, considering the characteristics of BJGA information project, this paper explores the basic process of risk control in BJGA information project. This paper studies the present situation and characteristics of information project risk control, studies the means to distinguish the risk of the information project, and explores the ways to evaluate and deal with the risk of the information project. And the overall risk control model of the informatization project... BJGA informatization has comprehensively enhanced the national security organs' combat capability against the enemy and the internal administrative capability of the national security organs, and raised the level of providing services to the people. Although there are risks in the informatization projects, It's not out of control. The point is that we have to identify risks and devise ways to control them. In order to ensure that the police information project construction is always in the correct direction of development. Aiming at the characteristics of multiple links in the whole life process of the BJGA information project and the construction process of this information project, The risk of the project is divided into three types: the planned risk, the implementation risk and the operational risk. According to the probability stratification benchmark of fuzzy overall assessment, the risk factor of this project is 0.534, which is within the range of 0.3-0.7. Therefore, the risk of the project is at the medium level, and the risk level in the planning period is the highest, so we should focus on prevention and control. The model of BJGA information project risk management can still be further explored. The risk research model, which is closely related to qualitative and quantitative research, is the main direction of project risk research. More techniques and methods are integrated into the project risk control, and the applicability of these technologies and methods is studied and analyzed, and a risk control model adapted to the characteristics of the national security information project is established according to the research results. Can form more meaningful guidance to the national security information project risk control.
