【摘要】：制藥行業(yè)作為戰(zhàn)略性新興產(chǎn)業(yè),是國家創(chuàng)新能力和綜合競爭力的重要體現(xiàn),近年來受到世界各國的廣泛關(guān)注和高度重視。制藥設(shè)備作為制藥行業(yè)重要的生產(chǎn)要素之一,其平穩(wěn)運(yùn)行是制藥行業(yè)健康發(fā)展的基本前提,關(guān)系到藥品生產(chǎn)從業(yè)者、用藥患者、社會環(huán)境等各個方面。近年來,制藥企業(yè)從生產(chǎn)安全、藥品質(zhì)量安全、環(huán)境保護(hù)、企業(yè)運(yùn)營等多方面出發(fā),都將設(shè)備停產(chǎn)檢修工作列入企業(yè)生產(chǎn)活動的重要組成部分,定期或不定期地在停產(chǎn)狀態(tài)下組織設(shè)備停產(chǎn)檢修工作。制藥行業(yè)設(shè)備停產(chǎn)檢修既具有大多數(shù)企業(yè)設(shè)備停產(chǎn)檢修工作的一般性特點(diǎn),也具有制藥行業(yè)本身的特殊之處,本文通過分析制藥企業(yè)設(shè)備停產(chǎn)檢修工作的特殊之處,提出應(yīng)該高度重視制藥企業(yè)設(shè)備停產(chǎn)檢修工作,在具體管理實(shí)踐中將設(shè)備停產(chǎn)檢修工作視為一個具有完整生命周期的項目,運(yùn)用項目化的思維和方法進(jìn)行組織實(shí)施。在介紹設(shè)備檢修和項目管理等相關(guān)理論中,概述了設(shè)備檢修的分類和檢修進(jìn)度、檢修質(zhì)量、檢修成本、檢修安全等關(guān)鍵指標(biāo),介紹了項目管理、項目生命周期等有關(guān)理論,同時對制藥企業(yè)設(shè)備停產(chǎn)檢修工作項目化管理的可行性和必要性進(jìn)行了論證,為本文A制藥企業(yè)設(shè)備停產(chǎn)檢修工作采用項目化管理打下了理論基礎(chǔ),提供了方法工具。本文以A制藥企業(yè)設(shè)備停產(chǎn)檢修工作為例,通過介紹其過去在設(shè)備停產(chǎn)檢修中的基本情況,揭示其存在的問題和不足,并深入分析導(dǎo)致這些問題的原因,為科學(xué)管理其停產(chǎn)檢修工作指明方向。根據(jù)A制藥企業(yè)過去停產(chǎn)檢修工作的情況分析,本文借鑒管理學(xué)有關(guān)理論和方法,對A制藥企業(yè)設(shè)備停產(chǎn)檢修工作采取項目化管理的方式,將A制藥企業(yè)設(shè)備停產(chǎn)檢修工作全過程劃分為啟動階段、實(shí)施階段、收尾階段3個階段,根據(jù)每個階段工作的內(nèi)容和特點(diǎn),圍繞順利實(shí)現(xiàn)檢修進(jìn)度、檢修質(zhì)量、檢修成本和檢修安全4個關(guān)鍵指標(biāo),從啟動階段組織機(jī)構(gòu)的設(shè)立、流程的完善、文件的編制,到實(shí)施階段控制4個關(guān)鍵指標(biāo),再到收尾階段聯(lián)機(jī)調(diào)試、設(shè)備檔案的整理、考核的落實(shí)等重點(diǎn)工作著手,設(shè)計出具體的、可操作的方案,實(shí)現(xiàn)項目化的全程管理和控制,以期通過每個階段的精細(xì)管理實(shí)現(xiàn)設(shè)備停產(chǎn)檢修工作的整體目標(biāo)。此外,本文又對在設(shè)備停產(chǎn)檢修工作中起到重要保障作用的設(shè)備清理、人員管理和現(xiàn)場管理3個方面又進(jìn)行了深入探討,就如何做好這3個方面具體工作來保障A制藥企業(yè)設(shè)備停產(chǎn)檢修工作順利實(shí)施作了說明。本文立足于解決A制藥企業(yè)設(shè)備停產(chǎn)檢修這一實(shí)際工作,將管理理論與企業(yè)實(shí)際運(yùn)用密切結(jié)合,針對制藥企業(yè)設(shè)備停產(chǎn)檢修這一特殊的工作,采取項目化管理的方式分階段管理,為A制藥企業(yè)本身及與A制藥企業(yè)類似的企業(yè)開展此項工作提供一個參考和借鑒,實(shí)現(xiàn)設(shè)備停產(chǎn)檢修工作項目化、科學(xué)化、有序化。
[Abstract]:The pharmaceutical industry as a strategic emerging industry, is an important manifestation of the national innovation capacity and competitiveness, attracted widespread attention in recent years and the world's attention. Pharmaceutical equipment as one of the important factors of production in pharmaceutical industry, its stable operation is the basic premise for the healthy development of the pharmaceutical industry, related to drug production practitioners, patients, social environment other aspects. In recent years, the pharmaceutical enterprises from production safety, drug safety, environmental protection, and other aspects of business operations, will be an important part of equipment production maintenance work in their production activities, regularly or irregularly organize equipment in the production under the condition of production maintenance work. The pharmaceutical industry not only has the equipment maintenance shutdown the general characteristics of most enterprise equipment production maintenance work, also has the particularity of the pharmaceutical industry itself, this paper through the analysis of system Special equipment for medicine enterprises production maintenance work, we should attach great importance to pharmaceutical enterprise equipment production maintenance work, in the specific management practice in equipment production maintenance work as a complete life cycle of the project, by using theories and methods of project was implemented. In the introduction of equipment maintenance and project management and other related theories the classification, and the maintenance schedule, the maintenance of equipment maintenance quality, maintenance cost, maintenance safety and other key indicators, introduces the related theory of project management, project life cycle, and to pharmaceutical companies, equipment production feasibility and necessity of the maintenance work of project management are discussed, for the A pharmaceutical enterprise equipment maintenance shutdown work with project management theory foundation, provides methods and tools.
