【摘要】：B駕校于2012年初開始運(yùn)營(yíng),從運(yùn)營(yíng)初期就以承接政府失地農(nóng)民勞動(dòng)技能培訓(xùn)等公共項(xiàng)目為中心,全面推行項(xiàng)目管理制度,著力提高公共項(xiàng)目管理運(yùn)營(yíng)的能力、效益和水平。B駕校成立以來(lái),在為承接政府公共服務(wù)項(xiàng)目提供項(xiàng)目管理和專業(yè)運(yùn)營(yíng)支持方面取得了明顯成效,同時(shí)承接政府公共服務(wù)項(xiàng)目也為提高企業(yè)全面項(xiàng)目管理水平和提升企業(yè)市場(chǎng)地位和競(jìng)爭(zhēng)優(yōu)勢(shì)方面起到了非常重要的推動(dòng)作用,是承接政府項(xiàng)目建設(shè)和管理的成功范例。因此我們認(rèn)為,在國(guó)家經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變和產(chǎn)業(yè)轉(zhuǎn)型升級(jí)以及公共項(xiàng)目投融資體制改革深化的大背景下,對(duì)B駕校承接政府項(xiàng)目企業(yè)化運(yùn)營(yíng)的研究具有重要的理論和實(shí)踐意義,B駕校對(duì)承接政府項(xiàng)目企業(yè)化運(yùn)營(yíng)案例的研究將為我國(guó)公共項(xiàng)目管理實(shí)踐提供新的鮮活樣本。本文以項(xiàng)目管理基本理論以及對(duì)公共項(xiàng)目主要特點(diǎn)為主要分析基礎(chǔ),對(duì)B駕校成立以來(lái)的承接政府項(xiàng)目企業(yè)化運(yùn)營(yíng)實(shí)踐進(jìn)行了深入分析和總結(jié),并以此為基礎(chǔ)對(duì)B駕校承接政府項(xiàng)目企業(yè)化運(yùn)營(yíng)的成效進(jìn)行了評(píng)價(jià),最后對(duì)B駕校承接政府項(xiàng)目企業(yè)化運(yùn)營(yíng)對(duì)我國(guó)政府外包公共項(xiàng)目管理的主要啟示進(jìn)行了探討。本文從結(jié)構(gòu)上共分為五章。第一章旨在對(duì)本文的研究背景和意義、國(guó)內(nèi)外文獻(xiàn)、研究思路和方法以及創(chuàng)新點(diǎn)和特色等進(jìn)行系統(tǒng)說(shuō)明。第二章旨在結(jié)合項(xiàng)目及項(xiàng)目管理的基本理論,從公共項(xiàng)目管理的概念和主要特點(diǎn)以及公共項(xiàng)目管理的主要研究進(jìn)展兩個(gè)方面對(duì)公共項(xiàng)目管理的基本內(nèi)涵和現(xiàn)有研究趨勢(shì)進(jìn)行系統(tǒng)分析。第三章旨在運(yùn)用項(xiàng)目管理和公共項(xiàng)目管理的基本原理和主要工具對(duì)B駕校承接政府項(xiàng)目企業(yè)化運(yùn)營(yíng)的實(shí)踐進(jìn)行分析和總結(jié),以確認(rèn)項(xiàng)目管理中存在的主要難點(diǎn)并更好地闡釋項(xiàng)目管理獲得成功的關(guān)鍵因素。第四章旨在以前文的分析為基礎(chǔ),對(duì)B駕校承接政府項(xiàng)目企業(yè)化運(yùn)營(yíng)實(shí)踐進(jìn)行評(píng)價(jià),并提出了未來(lái)持續(xù)發(fā)展的構(gòu)想。第五章為結(jié)論和啟示。本文通過(guò)對(duì)B駕校承接政府項(xiàng)目企業(yè)化運(yùn)營(yíng)案例研究發(fā)現(xiàn),B駕校全面實(shí)施承接政府項(xiàng)目企業(yè)化運(yùn)營(yíng)獲得了五大成效：第一,公共項(xiàng)目運(yùn)營(yíng)管理取得了明顯成效；第二,內(nèi)部管理機(jī)制健全、運(yùn)轉(zhuǎn)順暢；第三,快速實(shí)現(xiàn)了從二級(jí)向一級(jí)的資質(zhì)升格；第四,學(xué)員數(shù)量和市場(chǎng)份額迅速擴(kuò)大；第五,財(cái)務(wù)績(jī)效顯著提升。本文研究的結(jié)論：一是項(xiàng)目管理的基本原理仍然適用于承接的政府項(xiàng)目企業(yè)化運(yùn)營(yíng),二是項(xiàng)目管理方法在B駕校承接的政府項(xiàng)目企業(yè)化運(yùn)營(yíng)的應(yīng)用中取得了顯著成效。B駕校承接政府項(xiàng)目企業(yè)化運(yùn)營(yíng)案例的啟示是：第一,嚴(yán)格的項(xiàng)目管理可以厘清承接政府項(xiàng)目與其他項(xiàng)目的管理邊界；第二,承接政府項(xiàng)目的盈利實(shí)現(xiàn)形式應(yīng)該而且可以多樣化。
[Abstract]:B driving School began to operate in early 2012. From the beginning of its operation, it has focused on undertaking public projects such as labor skills training for landless farmers, comprehensively implementing the project management system, and focusing on improving the ability of public project management and operation. Since the establishment of the efficiency and level. B driving School, it has achieved remarkable results in providing project management and professional operational support for undertaking government public service projects. At the same time, undertaking government public service projects has also played a very important role in improving the overall project management level of enterprises and enhancing the market position and competitive advantage of enterprises. Is a successful example of undertaking the construction and management of government projects. Therefore, we believe that under the background of the transformation of the national economic development mode and the upgrading of the industrial transformation and the deepening of the reform of the investment and financing system of public projects, The study of B driving School to undertake the Enterprise Operation of the Government Project has important theoretical and practical significance. The study on the case of undertaking the Government Project Enterprise Operation in B driving School will provide a new living sample for the practice of public project management in our country. Based on the basic theory of project management and the main characteristics of public projects, This paper makes a deep analysis and summary on the practice of undertaking government projects as enterprises since the establishment of B driving School, and evaluates the effectiveness of B driving schools in undertaking government projects as enterprises. Finally, the paper discusses the main enlightenment of B driving school to the management of government outsourcing public projects. Five major achievements: first, Operational management of public projects has achieved significant results; second, the internal management mechanism is sound, smooth operation; third, the rapid realization of the qualification upgrade from two to one; 4th, the number of students and market share rapidly expanded; 5th, The conclusions of this paper are as follows: first, the basic principles of project management are still applicable to the enterprise-oriented operation of government projects. Second, the project management method has achieved remarkable results in the application of business-oriented operation of government projects undertaken by B driving school. The enlightenment of B driving school undertaking the case of government project enterprise operation is as follows: first, Strict project management can clarify the management boundary between government projects and other projects. Secondly, the forms of profit realization should and can be diversified.
