冠亞公司現(xiàn)有閑置土地開發(fā)研究

【摘要】:近年來,房地產(chǎn)開發(fā)商通過囤地、延遲開發(fā)、調(diào)整規(guī)劃等手段延期開發(fā)土地,以求在土地價(jià)格逐年上漲的趨勢(shì)下,獲得最大的利潤(rùn),這已是中國(guó)房地產(chǎn)市場(chǎng)上司空見慣的一種經(jīng)濟(jì)現(xiàn)象。這種現(xiàn)象造成了大量的閑置土地,大大拉低了房地產(chǎn)公司的經(jīng)營(yíng)效率,破壞房地產(chǎn)市場(chǎng)的正常發(fā)展,影響當(dāng)?shù)亟?jīng)濟(jì)的持續(xù)健康發(fā)展。而與此同時(shí),國(guó)家加強(qiáng)了對(duì)土地閑置的管理,先后出臺(tái)了相關(guān)法律法規(guī),對(duì)地方閑置土地的相關(guān)問題制定了出了明確的規(guī)定和指導(dǎo)原則,這對(duì)于房地產(chǎn)行業(yè)的調(diào)控來說就像是一場(chǎng)及時(shí)雨。在以上所說的宏觀背景下,本文選取了廣東省東莞市的冠亞公司作為研究的主體對(duì)象,以其閑置土地的開發(fā)策略為中心問題,在詳細(xì)分析的基礎(chǔ)上,提出了一些可行性的策略。首先,本文介紹了我國(guó)閑置土地的界定和成因;然后在論文的第三部分開始闡述冠亞公司閑置土地開發(fā)分析的理論基礎(chǔ),這包括了利益相關(guān)者理論、項(xiàng)目管理理論和戰(zhàn)略管理理論介紹;第四部分識(shí)別了公司、政府、消費(fèi)者和其他相關(guān)利益者這四個(gè)利益相關(guān)者,并對(duì)冠亞公司的閑置土地開發(fā)現(xiàn)狀進(jìn)行了分析;第五部分以冠亞公司閑置土地開發(fā)業(yè)務(wù)策略的選擇為分析的對(duì)象,來詳細(xì)了解冠亞公司目前的實(shí)際情況;第六部分通過補(bǔ)充冠亞公司土地開發(fā)策略選擇的指導(dǎo)性原則,來進(jìn)一步指導(dǎo)并引出冠亞公司閑置土地開發(fā)項(xiàng)目策略的歸納與分析;論文最后主要是貢獻(xiàn)了作者對(duì)此次閑置土地開發(fā)的策略規(guī)劃及保障措施。本文介紹了冠亞公司土地閑置的現(xiàn)狀,同時(shí)為了避免冠亞公司因土地閑置再次被政府部門處罰,甚至收回土地,結(jié)合有關(guān)土地閑置的最新法律法規(guī)和國(guó)家政策,及地方政府的相關(guān)政策和管理要求,從相關(guān)利益者的角度出發(fā),在多個(gè)層面對(duì)冠亞公司的閑置土地開發(fā)進(jìn)行了分析,針對(duì)冠亞公司在閑置土地開發(fā)中遇到的問題,提出了相關(guān)的解決方案,并制定了相關(guān)開發(fā)策略和保障措施,以期為冠亞公司提供可資借鑒的支持。
[Abstract]:In recent years, real estate developers have delayed the development of land by means of land hoarding, delayed development, adjustment of planning, and so on, in order to maximize profits under the trend of rising land prices year by year. This has become a common economic phenomenon in China's real estate market. This phenomenon has caused a large amount of idle land, greatly reduced the operating efficiency of real estate companies, and undermined the normal development of the real estate market. Affecting the sustained and healthy development of the local economy. At the same time, the state has strengthened the management of idle land, successively issued relevant laws and regulations, and formulated clear regulations and guiding principles on the relevant issues of local idle land. This is like a timely rain for the regulation of the real estate industry. Under the above macro-background, this paper selects Guanya Company of Dongguan City, Guangdong Province, as the main object of study, with the development strategy of its idle land as the central issue. On the basis of detailed analysis, some feasible strategies are put forward. Firstly, this paper introduces the definition and causes of idle land in China; then, in the third part of the paper, it begins to explain the theoretical basis of the development and analysis of idle land in Guanya Company. This includes an introduction to stakeholder theory, project management theory and strategic management theory; part 4th identifies four stakeholders: the company, the government, consumers and other stakeholders. The article also analyzes the current situation of the idle land development of Guanya Company, 5th, taking the choice of the idle land development business strategy of Guanya Company as the object of analysis, to understand the actual situation of Guanya Company in detail. In the 6th part, by supplementing the guiding principles of land development strategy selection of Guanya Company, the author further guides and leads to the induction and analysis of the idle land development project strategy of Guanya Company. At the end of the paper, the author mainly contributes to the author's strategic planning and safeguard measures for the development of the idle land. This paper introduces the current situation of land idle in Guanya Company, and in order to avoid the Guanya Company from being punished again by the government for the idle land, They even take back land, combine the latest laws and regulations on idle land and state policies, as well as the relevant policies and management requirements of local governments, from the perspective of the relevant stakeholders. This paper analyzes the idle land development of Guanya Company at many levels, and puts forward some relevant solutions to the problems encountered in the idle land development of Guanya Company, and formulates the relevant development strategies and safeguard measures. With a view to providing the company with reference support.
