【摘要】：農(nóng)場排澇工程項目后評價是農(nóng)田管理中的重要環(huán)節(jié),也是對已建成的農(nóng)場排澇工程項目的經(jīng)驗總結(jié)。通過對已完成的項目的建設目標、實施過程、經(jīng)濟效益、項目管理、影響及持續(xù)性等方面進行系統(tǒng)而客觀的分析,分析農(nóng)場排澇工程項目的預期目標是否達到,實施過程是否科學、合理,項目的經(jīng)濟效益、影響及持續(xù)性指標是否達標;總結(jié)經(jīng)驗教訓,不斷提高項目管理決策水平,為項目自身以及相關部門服務,最終達到提高項目效益的目的。本文在借鑒了國內(nèi)外關于后評價研究成果的基礎上,針對農(nóng)田排澇工程項目的特點,選用定量分析與定性分析、案例探討和理論分析相結(jié)合的方法進行研究,初步構(gòu)建了農(nóng)場排澇工程項目后評價指標體系框架。研究的具體步驟是:首先,根據(jù)農(nóng)場排澇項目的特點以及項目后評價的評價內(nèi)容,明確了大慶市X農(nóng)場排澇項目后評價的指標體系,主要由過程后評價、經(jīng)濟后評價、影響后評價以及可持續(xù)后評價四個部分組成,分為若干個具體指標;然后,利用熵權(quán)法和模糊綜合評價法對指標進行定量分析,確定指標重要程度,為后評價分析奠定基礎;并對每個評價內(nèi)容進行了詳細的剖析和解釋;最后,根據(jù)后評價結(jié)果總結(jié)了研究的成果和局限性,不僅提高該項目的效益,也對該類項目推廣提出相關建議。通過指標體系可知:大慶市X農(nóng)場排澇工程從投產(chǎn)、施工到運行,具有良好的經(jīng)濟效益和社會效益,基本達到預期目標。因此,因地制宜、因時制宜進行后評價分析至關重要。
[Abstract]:Post-evaluation of farm drainage project is an important link in farmland management, and also a summary of the experience of completed farm drainage project. Through the completed project construction objectives, implementation process, economic benefits, project management, Systematic and objective analysis of impact and sustainability is carried out to analyze whether the expected objectives of the farm drainage project have been achieved, whether the implementation process is scientific and reasonable, the economic benefits of the project, and whether the impact and sustainability indicators are up to the standard; Summing up the experience and lessons, continuously improving the level of project management decision-making, serving for the project itself and related departments, finally achieving the purpose of improving the project benefit. This paper draws lessons from the research results of post-evaluation at home and abroad. According to the characteristics of farmland drainage project, the methods of quantitative analysis and qualitative analysis, case study and theoretical analysis are selected to study. The framework of post-evaluation index system of farm drainage project is constructed preliminarily. The concrete steps of the study are as follows: firstly, according to the characteristics of farm drainage project and the evaluation content of project post-evaluation, This paper clarifies the index system of the post-evaluation of X farm drainage project in Daqing city, which consists of four parts: process post-evaluation, economic post-evaluation, impact post-evaluation and sustainable post-evaluation, which can be divided into several specific indicators. The entropy weight method and fuzzy comprehensive evaluation method are used to quantitatively analyze the index, to determine the importance of the index, to lay the foundation for post-evaluation analysis, and to analyze and explain each evaluation content in detail. Finally, According to the results of post-evaluation, the research results and limitations are summarized, which not only improve the benefit of the project, but also put forward some relevant suggestions for the extension of the project. Through the index system, we can know: the drainage project of X farm in Daqing city is put into production, construction and operation. It has good economic and social benefits, and basically achieves the expected goal. Therefore, it is very important to carry out post-evaluation and analysis according to local conditions and times.
