【摘要】：隨著科學(xué)技術(shù)的不斷進(jìn)步和經(jīng)濟(jì)的快速發(fā)展,工程建設(shè)項(xiàng)目的規(guī)模越來愈大,施工技術(shù)工藝要求愈來愈復(fù)雜,對項(xiàng)目管理能力提出了更高的要求。但目前大多數(shù)施工企業(yè)并不具備一套完整有效的項(xiàng)目管理能力評價指標(biāo)體系,要達(dá)到理想的激勵和約束效果也就無從談起。在這種背景下,本文致力于施工企業(yè)項(xiàng)目管理能力評價體系的構(gòu)建及評價方法的確定,以期較為科學(xué)、客觀、全面的評價施工企業(yè)的項(xiàng)目管理能力,從而確定影響施工企業(yè)項(xiàng)目管理能力的關(guān)鍵影響因素,進(jìn)而提出有針對性的管理措施與提升策略,提升施工企業(yè)項(xiàng)目管理能力水平,實(shí)現(xiàn)施工企業(yè)競爭力的增強(qiáng)。首先,通過對項(xiàng)目管理概念與內(nèi)涵、項(xiàng)目管理能力及評價模型等基本理論知識的梳理,理清了涉及施工企業(yè)項(xiàng)目管理的基礎(chǔ)理論知識,明確了施工企業(yè)項(xiàng)目管理能力的內(nèi)涵,為分析評價施工企業(yè)項(xiàng)目管理能力奠定了基礎(chǔ)。其次,根據(jù)施工企業(yè)項(xiàng)目管理能力內(nèi)涵及要素構(gòu)成,在滿足指標(biāo)系統(tǒng)性與可行性,科學(xué)性,可衡量性,相關(guān)性等指標(biāo)體系構(gòu)建原則基礎(chǔ)之上,初步篩選得出了進(jìn)行項(xiàng)目管理能力評價時所要考慮的24個指標(biāo),為進(jìn)行施工企業(yè)項(xiàng)目管理能力綜合評價提供了借鑒方案。然后,分析和介紹了因子分析的基本原理、實(shí)施步驟,明確了方法的可行性與操作規(guī)范性,并介紹了進(jìn)行施工企業(yè)項(xiàng)目管理能力評價的調(diào)查方案的原則與數(shù)據(jù)收集處理過程。最后,以A公司為例,借助本文構(gòu)建的施工企業(yè)項(xiàng)目管理能力綜合評價模型,對其進(jìn)行了綜合評價,結(jié)果發(fā)現(xiàn):該企業(yè)在風(fēng)險化解與協(xié)調(diào)能力、項(xiàng)目實(shí)施能力、公司內(nèi)部系統(tǒng)能力方面表現(xiàn)較好,側(cè)面反映了該企業(yè)在上述領(lǐng)域上的優(yōu)勢。需要注意的是,該企業(yè)在項(xiàng)目前期規(guī)劃能力、項(xiàng)目制度支撐能力方面得分較低,說明了該企業(yè)目前在前期規(guī)劃與內(nèi)部制度建設(shè)方面仍存在改進(jìn)空間。同時,針對上述評價結(jié)果,提出了具有針對性的施工企業(yè)項(xiàng)目管理能力提升策略,以期促進(jìn)施工企業(yè)項(xiàng)目管理能力的提升。
[Abstract]:With the continuous progress of science and technology and the rapid development of economy, the scale of construction projects is getting larger and larger, and the requirements of construction technology are becoming more and more complex. However, most construction enterprises do not have a set of complete and effective evaluation index system of project management ability, so it is impossible to achieve ideal incentive and constraint effect. Under this background, most construction enterprises do not have a complete and effective evaluation index system of project management ability. This paper is devoted to the construction of the project management ability evaluation system and the determination of the evaluation method in order to evaluate the project management ability of the construction enterprise scientifically, objectively and comprehensively. In order to determine the key factors that affect the project management ability of construction enterprises, and then put forward targeted management measures and promotion strategies, improve the level of project management ability of construction enterprises, and achieve the competitiveness of construction enterprises. Through combing the basic theoretical knowledge such as the concept and connotation of project management, the ability of project management and evaluation model, this paper clarifies the basic theoretical knowledge about project management of construction enterprises, and clarifies the connotation of project management ability of construction enterprises. It lays a foundation for the analysis and evaluation of the project management ability of construction enterprises. Secondly, according to the connotation and essential elements of project management ability of construction enterprises, it can satisfy the systematic and feasible indexes, scientific and measurable. On the basis of the principle of constructing index system such as relativity, 24 indexes that should be considered in the evaluation of project management ability are preliminarily selected, which provides a reference scheme for comprehensive evaluation of project management ability of construction enterprises. This paper analyzes and introduces the basic principle and implementation steps of factor analysis, clarifies the feasibility and operation standard of the method, and introduces the principles and data collection and processing process of the investigation scheme for evaluating the project management ability of construction enterprises. Taking Company A as an example, the comprehensive evaluation model of project management ability of construction enterprise is constructed in this paper. The results show that the enterprise is able to resolve and coordinate risks and implement the project. The performance of internal system capability of the company is good, which reflects the advantages of the enterprise in the above fields. It should be noted that the enterprise has a lower score in the ability of pre-project planning and the ability to support the project system. This paper shows that there is still room for improvement in the early planning and internal system construction of the enterprise. At the same time, aiming at the above evaluation results, the paper puts forward the strategy of improving the project management ability of the construction enterprise. In order to promote the construction enterprise project management ability promotion.
