【摘要】：工程建設(shè)項(xiàng)目的立項(xiàng)、可行性研究、項(xiàng)目的規(guī)劃、施工圖設(shè)計(jì)和施工實(shí)施計(jì)劃是基于正常的流程、理想的技術(shù)和管理組織,以及對(duì)未來(lái)政治、社會(huì)、經(jīng)濟(jì)等多方面情況預(yù)測(cè)的基礎(chǔ)上進(jìn)行的。實(shí)際運(yùn)作過(guò)程中,這些因素可能會(huì)發(fā)生變化,這些變化就可能使目標(biāo)受到干擾而不能實(shí)現(xiàn)。醫(yī)院工程建設(shè)項(xiàng)目往往投資巨大,涉及專(zhuān)業(yè)多,施工復(fù)雜,建設(shè)周期長(zhǎng),項(xiàng)目每個(gè)階段都充斥著一定的風(fēng)險(xiǎn)。為了保證項(xiàng)目的順利實(shí)施,需要對(duì)項(xiàng)目進(jìn)行項(xiàng)目管理。在醫(yī)院工程建設(shè)項(xiàng)目管理中充分運(yùn)用項(xiàng)目風(fēng)險(xiǎn)管理,能很好的解決工程項(xiàng)目中的各種風(fēng)險(xiǎn),有效保證醫(yī)院工程建設(shè)項(xiàng)目的良好實(shí)施。本文以濰坊市婦女兒童健康中心建設(shè)項(xiàng)目全過(guò)程風(fēng)險(xiǎn)管理為主線,從風(fēng)險(xiǎn)管理基礎(chǔ)理論出發(fā),闡述了濰坊市婦女兒童健康中心建設(shè)項(xiàng)目的風(fēng)險(xiǎn)識(shí)別,具體的風(fēng)險(xiǎn)評(píng)價(jià),有效的風(fēng)險(xiǎn)控制的基本框架、科學(xué)方法和技術(shù)工具,重點(diǎn)基于醫(yī)院工程建設(shè)項(xiàng)目全生命周期階段劃分,對(duì)濰坊市婦女兒童健康中心建設(shè)項(xiàng)目的可研、建設(shè)、運(yùn)營(yíng)等環(huán)節(jié)會(huì)發(fā)生的風(fēng)險(xiǎn)進(jìn)行識(shí)別、評(píng)價(jià),并提出具體可行的應(yīng)對(duì)措施。
[Abstract]:The project establishment, feasibility study, project planning, construction drawing design and construction implementation plan are based on normal processes, ideal technical and managerial organization, and political and social aspects of the future. Economic and other aspects of the situation based on the prediction. In practice, these factors may change. These changes may interfere with the target and can not be realized. Hospital construction projects often have huge investment, involving many specialties, complex construction, and long construction cycle. In order to ensure the smooth implementation of the project, it is necessary to carry out project management and make full use of project risk management in hospital construction project management. Can solve the various risks in the project, effectively ensure the good implementation of hospital construction projects. This article takes Weifang women and children health center construction project risk management as the main line. From the basic theory of risk management, this paper expounds the risk identification, specific risk evaluation, effective risk control framework, scientific methods and technical tools of Weifang women and children health center construction project. Based on the classification of the whole life cycle of the hospital construction project, the risk identification and evaluation of Weifang women's and children's health center construction project can be identified and evaluated in the aspects of research, construction, operation and so on. And put forward concrete and feasible countermeasures.
