【摘要】：隨著經(jīng)濟(jì)的高速增長(zhǎng),我國(guó)對(duì)油品的需求量也迅猛遞增,導(dǎo)致了對(duì)進(jìn)口石油的依賴(lài)程度日益加深,截止2013年底,石油對(duì)外依存度達(dá)58.1%,天然氣對(duì)外依存度達(dá)31.6%,嚴(yán)重影響了我國(guó)的石油安全。我國(guó)基本能源結(jié)構(gòu)的特征為富煤、缺油、少氣,因此,通過(guò)發(fā)展煤變油等煤基替代液體燃料技術(shù),提高煤炭的使用效益,對(duì)我國(guó)的石油供需起到了一定的緩解作用,使能源轉(zhuǎn)型逐步升級(jí),是建立保障國(guó)家能源尤其是石油安全體系的重要手段。煤制油是一個(gè)投資成本大、建設(shè)時(shí)間長(zhǎng),風(fēng)險(xiǎn)因素多,風(fēng)險(xiǎn)失誤損失十分嚴(yán)重的項(xiàng)目。為避免風(fēng)險(xiǎn)、防范嚴(yán)重的損失后果,如何保證項(xiàng)目風(fēng)險(xiǎn)處于受控狀態(tài),有效規(guī)避、轉(zhuǎn)移風(fēng)險(xiǎn),并且合理分擔(dān)、降低風(fēng)險(xiǎn)損失已經(jīng)成為項(xiàng)目管理的重要內(nèi)容之一。本文從風(fēng)險(xiǎn)及風(fēng)險(xiǎn)管理的概念入手,對(duì)煤制油項(xiàng)目特別是寧煤集團(tuán)煤制油項(xiàng)目進(jìn)行風(fēng)險(xiǎn)研究,希望對(duì)項(xiàng)目本身及類(lèi)似項(xiàng)目給予借鑒。
[Abstract]:With the rapid economic growth, the demand for oil products in China is also increasing rapidly, which leads to the increasing dependence on imported oil. As of end of 2013, the degree of dependence on foreign oil reached 58.1%. The external dependence of natural gas is 31.6b, which has seriously affected the oil security of our country. The basic energy structure of our country is characterized by rich coal, lack of oil and less gas. Through the development of coal-based alternative liquid fuel technology, such as coal to oil, to improve the efficiency of coal use, China's oil supply and demand has played a certain role in alleviating the energy transformation and upgrading. Coal oil production is a project with large investment cost, long construction time, many risk factors and very serious risk error loss, in order to avoid the risk. How to prevent the consequences of serious losses, how to ensure that the project risk is in a controlled state, effectively circumvent, transfer the risk, and reasonably share the risk. Reducing risk loss has become one of the important contents of project management. This paper starts with the concept of risk and risk management, carries on the risk research to the coal oil production project, especially to the Ningmei coal oil production project. Hope to use for reference to the project itself and similar projects.
