【摘要】：項(xiàng)目后評價(jià)是投資建設(shè)項(xiàng)目管理工作中的一項(xiàng)重要內(nèi)容。為推動(dòng)投資項(xiàng)目總結(jié)評價(jià)和后評價(jià)制度的建立,進(jìn)一步促進(jìn)油氣田開發(fā)項(xiàng)目投資決策水平、管理水平和投資效益的提高,本著油氣田開發(fā)項(xiàng)目后評價(jià)工作要突出重點(diǎn),抓住項(xiàng)目成敗關(guān)鍵,總結(jié)經(jīng)驗(yàn)和教訓(xùn)的原則,從油氣田開發(fā)項(xiàng)目后評價(jià)的含義以及報(bào)告的主要內(nèi)容出發(fā),從評價(jià)時(shí)點(diǎn)、評價(jià)方法、服務(wù)目的和屬性4方面探討了項(xiàng)目后評價(jià)與決策階段評估的區(qū)別,并初步分析了后評價(jià)應(yīng)注意評價(jià)方法的對比性、評價(jià)依據(jù)的客觀性、評價(jià)內(nèi)容的全面性、評價(jià)范圍的一致性、評價(jià)重點(diǎn)的突出性、評價(jià)工作的動(dòng)態(tài)性以及評價(jià)結(jié)論的反饋性等方面的相關(guān)問題。
[Abstract]:Post project evaluation is an important content in the management of investment and construction projects. In order to promote the investment project summary evaluation and post evaluation system, to further promote the oil and gas field development project investment decision-making level, management level and investment benefit, in oil and gas field development project post evaluation work should focus on the key success of the project, summarize the experience and lessons of the principles, the main contents of evaluation from the oil and gas field development project the meaning and the report of the difference and the decision-making phase of the project after the evaluation from the time of evaluation, evaluation methods, service purpose and nature 4 aspects, and analyzed the evaluation should note the evaluation method, comparative evaluation basis of objectivity, to evaluate the content of the comprehensive evaluation, the scope of consistency a prominent focus, evaluation, evaluation of the dynamic and the evaluation conclusion feedback and other aspects of the relevant issues.
