【摘要】：我國(guó)郵政普遍服務(wù)屬于政府強(qiáng)制性提供的公共服務(wù)的一種,是國(guó)家公共服務(wù)體系的重要組成部分,在國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展中承擔(dān)著通政通民通商的服務(wù)功能。村郵站作為設(shè)立在行政村中,打通農(nóng)村郵政服務(wù)"最后一公里"的郵政終端服務(wù)設(shè)施,承擔(dān)著郵件及黨報(bào)黨刊接轉(zhuǎn)和投遞到戶的公共服務(wù)任務(wù)。村郵站的建設(shè)對(duì)打通農(nóng)產(chǎn)品雙向流通通道,發(fā)展現(xiàn)代農(nóng)業(yè)和推動(dòng)農(nóng)村經(jīng)濟(jì)繁榮有重要意義。2015年,海南省率先實(shí)現(xiàn)了行政村村郵站全覆蓋,全省共建村郵站2610個(gè)。在海南村郵站建設(shè)中,地方政府積極推動(dòng)村郵站便民拓展業(yè)務(wù)的疊加,取得了良好的建設(shè)惠民效果。本文以海南省村郵站建設(shè)為研究范本,從治理理論的視角分析了海南村郵站的準(zhǔn)公共產(chǎn)品屬性和將治理理論引入村郵站建設(shè)研究的必要性,提出了海南村郵站建設(shè)及發(fā)展應(yīng)采取"政府主導(dǎo)、多元協(xié)同"的模式框架,并設(shè)計(jì)了海南村郵站服務(wù)供給主體的多元化模式,論述了推進(jìn)村郵站服務(wù)多元化供給有效運(yùn)行的政策環(huán)境,旨在運(yùn)用公共管理學(xué)為海南村郵站的可持續(xù)性發(fā)展提出具體建議。本文的創(chuàng)新之處在于以海南村郵站建設(shè)為研究范本,從治理理論的視角村郵站服務(wù)的多元化供給模式作了研究,探討農(nóng)村郵政服務(wù)這一公共產(chǎn)品的有效供給,可以說(shuō)是一次較新的嘗試。并且在文獻(xiàn)研究和實(shí)地調(diào)研分析的基礎(chǔ)上論證了將治理理論引入村郵站建設(shè)研究中的必要性,總結(jié)出海南村郵站服務(wù)多元化供給模式的現(xiàn)實(shí)基礎(chǔ),設(shè)計(jì)出海南村郵站服務(wù)供給主體多元化模式,構(gòu)建了海南村郵站服務(wù)供給主體多元化的制度需求,提出政府在推進(jìn)村郵站服務(wù)供給主體多元化中的政策建議,力求找到村郵站提供公共產(chǎn)品過(guò)程中實(shí)現(xiàn)社會(huì)效益與經(jīng)濟(jì)效益雙贏的有效路徑。
[Abstract]:As an important part of the national public service system, the universal postal service of our country is one of the compulsory public services provided by the government. In the national economy and social development, it undertakes the service function of the government, the people and the people. As a postal terminal service facility, which is set up in the administrative village, the village post office is responsible for receiving and delivering the mail and the party newspaper to the household. The construction of village postal station is of great significance in opening the two-way circulation of agricultural products, developing modern agriculture and promoting the prosperity of rural economy. In 2015, Hainan Province took the lead in realizing the full coverage of administrative village postal stations, with a total of 2610 village postal stations built in the whole province. In the construction of postal station in Hainan village, the local government has actively promoted the superposition of the convenience of the village postal station to expand its business, and has achieved a good result in the construction of the postal station for the benefit of the people. Taking the construction of village postal station in Hainan Province as the research model, this paper analyzes the quasi-public product attribute of Hainan village postal station from the perspective of governance theory and the necessity of introducing the governance theory into the study of village postal station construction. This paper puts forward that the construction and development of postal station in Hainan village should adopt the pattern frame of "government leading, multiple cooperation", and designs the diversified mode of service supply main body of Hainan village postal station. This paper discusses the policy environment for promoting the effective operation of the diversified service supply of village postal stations, aiming at putting forward concrete suggestions for the sustainable development of Hainan village postal stations by using public management. The innovation of this paper is to take the construction of Hainan Village Post Station as the research model, to explore the effective supply of rural postal service as a public product from the perspective of governance theory. It can be said to be a relatively new attempt. And on the basis of literature research and field investigation and analysis, this paper demonstrates the necessity of introducing governance theory into the study of village postal station construction, and summarizes the realistic basis of the diversified supply mode of service in Hainan Village Post Station. This paper designs the diversified mode of service supply of Hainan Village Post Station, constructs the system demand of the main body of service supply of Hainan Village Post Station, and puts forward the policy suggestions of the government in promoting the diversification of the main body of service supply of village postal station. This paper tries to find an effective way to realize social and economic benefits in the process of providing public products by village postal stations.
