【摘要】：伴隨我國(guó)社會(huì)保險(xiǎn)制度體系的建立完善,社會(huì)保險(xiǎn)財(cái)政責(zé)任不斷加強(qiáng),財(cái)政補(bǔ)貼機(jī)制先后經(jīng)歷了企業(yè)補(bǔ)貼期、適度財(cái)政補(bǔ)貼期以及分險(xiǎn)種、分區(qū)域的財(cái)政補(bǔ)貼機(jī)制期。本文在回顧我國(guó)社會(huì)保險(xiǎn)財(cái)政補(bǔ)貼機(jī)制發(fā)展歷程的基礎(chǔ)上,詳細(xì)論述了現(xiàn)行社會(huì)保險(xiǎn)財(cái)政責(zé)任、區(qū)域財(cái)政補(bǔ)貼現(xiàn)狀,以及社會(huì)保險(xiǎn)財(cái)政補(bǔ)貼中中央財(cái)政責(zé)權(quán)不匹配、區(qū)域補(bǔ)貼比例差異明顯等問題,提出細(xì)化社會(huì)保險(xiǎn)財(cái)政責(zé)任、提高社會(huì)保險(xiǎn)統(tǒng)籌層次、建立社會(huì)保險(xiǎn)財(cái)政補(bǔ)貼動(dòng)態(tài)調(diào)整機(jī)制等政策建議。
[Abstract]:With the establishment and perfection of the social insurance system and the strengthening of the financial responsibility of social insurance, the financial subsidy mechanism has gone through three periods: enterprise subsidy period, moderate financial subsidy period and the period of sub-insurance and sub-regional financial subsidy mechanism. On the basis of reviewing the development of the social insurance financial subsidy mechanism in China, this paper discusses in detail the current social insurance financial responsibility, the current situation of the regional financial subsidy, and the mismatch of the central fiscal responsibility and power of the social insurance financial subsidy. This paper puts forward some policy suggestions, such as refining the financial responsibility of social insurance, raising the overall level of social insurance, establishing the dynamic adjustment mechanism of social insurance financial subsidy, and so on.
