【摘要】：正為貫徹落實黨中央、國務院有關(guān)深化財稅體制改革、建立現(xiàn)代財政制度各項要求,根據(jù)財政部黨組統(tǒng)一部署,近年來,財政國庫系統(tǒng)以制度創(chuàng)新、機制創(chuàng)新、管理創(chuàng)新和技術(shù)創(chuàng)新為動力,不斷推出改革舉措,不斷完善制度體系,不斷優(yōu)化管理手段,用改革創(chuàng)新精神推動現(xiàn)代國庫管理制度建設再上新臺階。國庫集中收付制度改革基本實現(xiàn)全覆蓋,成為財政資金安全、規(guī)范、透明運行的有效保障國庫集中收付制度是對傳統(tǒng)財政資金收付方式的根本性變革,是預算管理制度改革的重要內(nèi)
