財政約束、不確定性與中國貿(mào)易收支失衡

【摘要】：通過構(gòu)建異質(zhì)性隨機(jī)前沿模型,在考慮財政約束的條件下,對中國貿(mào)易收支的效率及其影響因素進(jìn)行實證測度。研究結(jié)果顯示:總體上看,財政約束是造成中國貿(mào)易收支失衡和效率扭曲的重要因素。從分區(qū)域角度看,東部地區(qū)面臨的財政約束程度要明顯低于中西部地區(qū);財政支出分權(quán)和財政收入分權(quán)會加劇財政約束的不確定性,但前者無法緩解財政約束,而后者能夠有效平抑財政約束;財政支出的擴(kuò)張不但能緩解財政約束,還能降低財政約束的不確定性。財政收入的提高對財政約束本身缺乏顯著性影響,但會加劇財政約束的不確定性;財政分權(quán)體制的強(qiáng)化能夠有效緩和經(jīng)濟(jì)欠發(fā)達(dá)地區(qū)的財政約束,財政能力的提高和財政赤字的調(diào)控則有助于平滑經(jīng)濟(jì)發(fā)達(dá)地區(qū)的財政約束。
[Abstract]:By constructing heterogeneity stochastic frontier model, this paper empirically measures the efficiency of China's trade balance and its influencing factors under the condition of considering financial constraints. The results show that fiscal constraint is an important factor causing imbalance and efficiency distortion of China's trade balance. From a subregional point of view, the degree of financial constraints in the eastern region is obviously lower than that in the central and western regions; Fiscal expenditure decentralization and fiscal revenue decentralization will increase the uncertainty of financial constraints, but the former can not alleviate the financial constraints, while the latter can effectively calm the financial constraints; The expansion of fiscal expenditure can not only ease the financial constraints, but also reduce the uncertainty of financial constraints. The increase of fiscal revenue has no significant effect on the financial constraint itself, but it will aggravate the uncertainty of financial constraint. The strengthening of fiscal decentralization system can effectively ease the financial constraints in underdeveloped areas, and the improvement of fiscal capacity and the regulation of fiscal deficit can help smooth the fiscal constraints in economically developed areas.
