【摘要】：新常態(tài)下,經(jīng)濟增長對就業(yè)的拉動作用趨弱,作為政府宏觀調(diào)控的重要工具,財政支出對就業(yè)具有重要影響。筆者采用2007—2013年我國30個省份的面板數(shù)據(jù),考察了財政支出規(guī)模和結(jié)構(gòu)對就業(yè)的影響,研究發(fā)現(xiàn):我國財政支出對就業(yè)的影響存在滯后效應(yīng),滯后一期財政支出規(guī)模對就業(yè)具有正向影響。不同類型財政支出的就業(yè)效應(yīng)差別較大,其中,經(jīng)濟建設(shè)支出對就業(yè)的影響不顯著,技術(shù)支出只在當(dāng)期內(nèi)對就業(yè)有正向影響,教育和社會保障支出對就業(yè)的長期正向影響顯著。政府可以通過調(diào)整財政支出規(guī)模和結(jié)構(gòu)來實現(xiàn)"穩(wěn)就業(yè)、調(diào)結(jié)構(gòu)"的目標(biāo),加強對第三產(chǎn)業(yè)的支持,提高教育、技術(shù)和社會保障方面的財政支出比重,改善教育支出結(jié)構(gòu)、技術(shù)創(chuàng)新激勵機制和社會保障繳費體制。
[Abstract]:Under the new normal condition, the economic growth has a weaker effect on employment. As an important tool of government macro-control, fiscal expenditure has an important influence on employment. Using panel data from 30 provinces in China from 2007 to 2013, the author examines the impact of fiscal expenditure scale and structure on employment, and finds that the impact of fiscal expenditure on employment has a lag effect. The scale of lagging fiscal expenditure has a positive impact on employment. The employment effects of different types of fiscal expenditure are quite different, among which, the economic construction expenditure has no significant effect on employment, the technology expenditure only has a positive impact on employment in the current period, and the long-term positive impact of education and social security expenditure on employment is significant. By adjusting the scale and structure of fiscal expenditure, the government can achieve the goal of "stabilizing employment and adjusting structure," strengthen support for the tertiary industry, increase the proportion of financial expenditure on education, technology, and social security, and improve the structure of expenditure on education.
