【摘要】：正我國經(jīng)濟(jì)發(fā)展步入新常態(tài),將實(shí)現(xiàn)質(zhì)量更優(yōu)、效益更高、結(jié)構(gòu)更合理、產(chǎn)業(yè)更高端的新的增長機(jī)制。財(cái)稅收入是經(jīng)濟(jì)發(fā)展的晴雨表,經(jīng)濟(jì)發(fā)展的新常態(tài)在客觀上決定了財(cái)政稅收新常態(tài)的到來。與經(jīng)濟(jì)形態(tài)密切相關(guān)的財(cái)稅收入目標(biāo)在經(jīng)濟(jì)發(fā)展模式、依法治國、依法理財(cái)進(jìn)入新常態(tài)后,其實(shí)現(xiàn)的機(jī)制、途徑、手段該如何調(diào)整,尋找既合乎法律規(guī)定,又適應(yīng)經(jīng)濟(jì)發(fā)展新常態(tài)的控制方式、手段,路徑,良性實(shí)現(xiàn)財(cái)稅收入任務(wù)目標(biāo),以適應(yīng)《預(yù)算法》
[Abstract]:China's economic development is entering the new normal, which will realize a new growth mechanism with better quality, higher efficiency, more reasonable structure and higher industrial level. Fiscal revenue is a barometer of economic development, and the new normal of economic development objectively determines the arrival of a new normal of fiscal and taxation. After the economic development model, governing the country according to law and managing financial affairs according to law into the new normal state, the financial revenue target closely related to the economic form, how to adjust the mechanism, ways and means of its realization, and to find out whether it conforms to the law, In order to adapt to the Budget Law, the control mode, means and path of adapting to the new normal of economic development can achieve the objective of fiscal and tax revenue task in a benign way.
