【摘要】：我國政府懫購工作從1996年開始試點(diǎn),到1998年在全國普遍實(shí)施。經(jīng)過十多年的實(shí)踐,政府采購范圍越來越廣,采購規(guī)模不斷擴(kuò)大,政府采購在財政支出方面占據(jù)越來越重要的地位。加強(qiáng)政府懫購的管理,打造國稅系統(tǒng)的“陽光采購”,對提高財政資金的利用效率,提高政府采購的公開、透明和規(guī)范,從源頭上預(yù)防和治理腐敗都有重要的理論和現(xiàn)實(shí)意義。本文運(yùn)用文獻(xiàn)研究法和實(shí)證研究法,以作為國稅系統(tǒng)基層預(yù)算單位的陽江市國稅系統(tǒng)為研究對象,運(yùn)用政府采購管理的基本理論,分析當(dāng)前陽江市國稅系統(tǒng)政府采購管理存在的問題,借鑒國內(nèi)外政府采購管理的實(shí)踐經(jīng)驗,在此基礎(chǔ)上,提出完善國稅系統(tǒng)政府采購的機(jī)構(gòu)設(shè)置和預(yù)算管理;提升采購方式的成效;加強(qiáng)采購專業(yè)隊伍建設(shè);完善采購監(jiān)督機(jī)制和績效評價體系等完善國稅系統(tǒng)政府采購管理的對策建議,為完善政府采購制度,充分發(fā)揮政府采購職能提供決策參考。
[Abstract]:China's government began to pilot the purchase work in 1996, and it has been widely implemented throughout the country since 1998. After more than a decade of practice, the scope of government procurement is more and more wide, the scale of procurement is expanding, and government procurement plays an increasingly important role in financial expenditure. It is of great theoretical and practical significance to strengthen the management of government purchase and build the "sunshine procurement" of the national tax system to improve the utilization efficiency of financial funds, to improve the openness, transparency and standardization of government procurement, and to prevent and control corruption from the source. This paper uses the literature research method and the empirical research method, taking the national tax system of Yangjiang City as the basic budget unit of the national tax system as the research object, using the basic theory of the government procurement management. This paper analyzes the problems existing in the government procurement management of the current state tax system in Yangjiang city, and draws lessons from the practical experience of the government procurement management at home and abroad. On the basis of this, it proposes to perfect the institutional setting and budget management of the government procurement in the national tax system. Enhance the effectiveness of procurement methods; strengthen the construction of professional procurement team; The countermeasures and suggestions to perfect the government procurement management in the national tax system, such as perfecting the procurement supervision mechanism and the performance evaluation system, can provide a decision reference for perfecting the government procurement system and giving full play to the government procurement function.
