【摘要】：橫向財(cái)政轉(zhuǎn)移支付是財(cái)力在地區(qū)之間的橫向轉(zhuǎn)移,能夠均衡地區(qū)之間財(cái)政能力,提高公共物品外部性的內(nèi)在化水平。京津冀三地GDP、財(cái)政收入和財(cái)政支出的泰爾指數(shù)雖逐年減小,但仍體現(xiàn)出地區(qū)差,目前在京津冀三地構(gòu)建橫向財(cái)政轉(zhuǎn)移支付體系仍面臨各地政府合作不足、各級(jí)政府事權(quán)不明確、財(cái)政基礎(chǔ)數(shù)據(jù)不充分等問(wèn)題。應(yīng)借鑒國(guó)外經(jīng)驗(yàn),總結(jié)對(duì)口支援的優(yōu)勢(shì)與不足,明確京津冀三地協(xié)同發(fā)展的功能定位,充分利用大數(shù)據(jù)處理技術(shù),探索符合京津冀實(shí)際的橫向轉(zhuǎn)移支付制度。
[Abstract]:Horizontal fiscal transfer payment is the horizontal transfer of financial resources between regions, which can balance the financial capacity between regions and improve the internalization level of the externality of public goods. Although the Terre index of GDP, revenue and expenditure in Beijing, Tianjin and Hebei is decreasing year by year, it still reflects the regional difference. At present, the construction of horizontal fiscal transfer payment system in the three places of Beijing, Tianjin and Hebei still faces insufficient cooperation among local governments. Government at all levels of power is unclear, the financial basis data is not sufficient and other issues. It is necessary to draw lessons from foreign experience, sum up the advantages and disadvantages of counterpart support, clarify the functional orientation of the three places' coordinated development, make full use of big data's processing technology, and explore the transversal transfer payment system in line with the actual situation of Beijing, Tianjin and Hebei.
