【摘要】：地方政府官員晉升激勵(lì)必然影響其決策和行為,進(jìn)而可能影響地方政府的財(cái)政風(fēng)險(xiǎn)與安全。但這種影響能否通過(guò)其他機(jī)制來(lái)緩和呢?以2003—2010年間我國(guó)各省、自治區(qū)和直轄市政府為研究樣本,探究地方政府官員晉升激勵(lì)對(duì)地方財(cái)政安全的影響,并考察媒體監(jiān)督機(jī)制能否緩和這種影響。結(jié)果表明,官員晉升激勵(lì)與地方政府財(cái)政安全顯著負(fù)相關(guān),官員晉升激勵(lì)越大,地方財(cái)政安全程度越低。而媒體監(jiān)督機(jī)制對(duì)這種影響有調(diào)節(jié)作用,媒體監(jiān)督可以緩和地方政府官員晉升激勵(lì)對(duì)財(cái)政安全產(chǎn)生的不利影響。研究表明,中央政府應(yīng)該優(yōu)化官員晉升激勵(lì)機(jī)制,避免官員晉升激勵(lì)機(jī)制帶來(lái)的不利影響。同時(shí),應(yīng)該有效發(fā)揮媒體監(jiān)督等外部監(jiān)督機(jī)制的作用,確保官員決策和行為符合中央政府的目標(biāo)和意圖。
[Abstract]:The promotion incentive of local government officials will inevitably influence their decision-making and behavior, and then may affect the financial risk and security of local government. But can this impact be mitigated by other mechanisms? Taking the governments of provinces, autonomous regions and municipalities directly under the Central Government of China from 2003 to 2010 as research samples, this paper explores the impact of promotion incentives of local government officials on local financial security, and examines whether the media supervision mechanism can mitigate this impact. The results show that there is a significant negative correlation between the promotion incentive and the financial security of the local government. The greater the promotion incentive is, the lower the local financial security level is. The media supervision mechanism has a moderating effect on this kind of influence, and the media supervision can alleviate the adverse effect of local government officials' promotion incentive on the financial security. The research shows that the central government should optimize the promotion incentive mechanism to avoid the adverse impact of the promotion incentive mechanism. At the same time, the role of external supervision mechanism such as media supervision should be effectively brought into play to ensure that officials' decisions and actions are in line with the goals and intentions of the central government.
