【摘要】：基于我國國情及稅收的公平與效率原則,本文從改革時機、改革內(nèi)容和改革作用等視角對繼"營改增"后的消費稅提出初步的改革思路——參照增值稅實體法對消費稅進行改革,如改為多次課征制的價外稅并進行相應計征管理,擴大消費稅征稅范圍至除民生之外的全部貨物與勞務,為降低增值稅稅率做準備。充分發(fā)揮消費稅調(diào)節(jié)作用,積極響應"供給側(cè)結(jié)構性改革",為避免陷入"中等收入陷阱"和緩解"人口老齡化"提供有利的財政政策,也為稅制優(yōu)化和經(jīng)濟發(fā)展提供財政收入支持。
[Abstract]:Based on the principle of fairness and efficiency of taxation in China, this paper starts with the opportunity of reform. From the angle of view of reform content and reform effect, this paper puts forward a preliminary reform idea of consumption tax after "business reform and increase", that is, to reform consumption tax with reference to the substantive law of value-added tax, such as changing to a multi-levy system of extra-valorem tax and carrying out corresponding collection and management. Expand the consumption tax to all goods and services except the people's livelihood, and prepare for the reduction of the VAT rate. To give full play to the regulating role of the consumption tax, to respond positively to the "supply-side structural reform", and to provide favorable fiscal policies to avoid falling into the "middle-income trap" and to alleviate the "aging population". Also for tax system optimization and economic development to provide financial revenue support.
