【摘要】：通過(guò)對(duì)歷史數(shù)據(jù)的考察以及對(duì)世界經(jīng)濟(jì)形勢(shì)與新興市場(chǎng)國(guó)家的經(jīng)濟(jì)情況判斷,我國(guó)正處于經(jīng)濟(jì)下行周期。為對(duì)抗經(jīng)濟(jì)下行壓力,政府采取了一系列應(yīng)對(duì)措施,在這些措施當(dāng)中,科技創(chuàng)新由于其拉動(dòng)經(jīng)濟(jì)增長(zhǎng)作用明顯,且不會(huì)產(chǎn)生"副作用"而備受重視。但在科技創(chuàng)新的過(guò)程中,政府財(cái)政政策應(yīng)該扮演何種角色,以及該如何發(fā)揮這種角色的作用,在我國(guó)并沒(méi)有一個(gè)清晰的定位,模糊且錯(cuò)誤的定位只會(huì)把科技創(chuàng)新引入"歧途"。本文正是基于財(cái)政政策角色定位這一角度來(lái)展開(kāi)研究的。
[Abstract]:By examining the historical data and judging the world economic situation and the economic situation of emerging market countries, China is in a downward economic cycle. In order to counteract the downward pressure, the government has taken a series of measures, among which scientific and technological innovation has attracted much attention because of its obvious role in stimulating economic growth and the lack of "side effects". However, in the process of scientific and technological innovation, the government fiscal policy should play a role and how to play this role, in our country there is no clear positioning, fuzzy and wrong positioning will only lead scientific and technological innovation "misguided path". This paper is based on the role of fiscal policy to carry out the study.
