【摘要】：在我國(guó)經(jīng)濟(jì)發(fā)展不同時(shí)期,財(cái)政管理體制進(jìn)行了不同的變革。以中央政府與地方政府財(cái)政關(guān)系博弈的研究視角,發(fā)現(xiàn)財(cái)政分權(quán)程度主要由中央與地方政府兩者的行為目標(biāo)而決定:如果中央政府行為目標(biāo)是地方經(jīng)濟(jì)的發(fā)展,那么財(cái)政分權(quán)程度會(huì)提高;如果中央政府行為目標(biāo)是中央政府財(cái)政收入增長(zhǎng)和控制力提高,那么財(cái)政分權(quán)程度會(huì)下降。反之,財(cái)政分權(quán)程度也會(huì)受地方發(fā)展的客觀現(xiàn)實(shí)影響。同時(shí),基于不同的行為目標(biāo)和博弈結(jié)果分析出我國(guó)不同時(shí)期的財(cái)政管理體制變遷邏輯,指出我國(guó)當(dāng)前財(cái)政分權(quán)所面臨的問題及應(yīng)對(duì)策略。
[Abstract]:In different periods of economic development in China, the financial management system has undergone different changes. From the perspective of the game between central government and local government, it is found that the degree of fiscal decentralization is mainly determined by the behavioral objectives of both central and local governments: if the central government's behavior goal is the development of local economy, Then the degree of fiscal decentralization will increase; if the central government aims to increase revenue and control, then the degree of fiscal decentralization will decrease. Conversely, the degree of fiscal decentralization will also be affected by the objective reality of local development. At the same time, based on different behavioral objectives and game results, this paper analyzes the logic of the change of financial management system in different periods in China, and points out the problems and countermeasures of fiscal decentralization in China.
