【摘要】：本文對(duì)我國(guó)縱向轉(zhuǎn)移支付的不足之處進(jìn)行探討,并提出構(gòu)建我國(guó)橫向轉(zhuǎn)移支付制度的初步設(shè)想。經(jīng)過分析,本文認(rèn)為目前我國(guó)縱向轉(zhuǎn)移支付存在均等化效果有爭(zhēng)議,對(duì)地方政府行為存在扭曲,沒有增加公共產(chǎn)品有效供給,轉(zhuǎn)移支付資金使用效率有待提高等問題。在此基礎(chǔ)上提出構(gòu)建我國(guó)橫向轉(zhuǎn)移支付的初步設(shè)想,橫向轉(zhuǎn)移支付的政策目標(biāo)仍然是財(cái)力均等化與基本公共服務(wù)均等化,但是應(yīng)當(dāng)更加側(cè)重保證具有轄區(qū)外溢性公共產(chǎn)品的供給。在橫向轉(zhuǎn)移支付實(shí)施的政府層級(jí)上,建議在省級(jí)范圍內(nèi)實(shí)行縣域之間的橫向轉(zhuǎn)移支付,具體的轉(zhuǎn)移支付公式或資金分配方式可以由各省根據(jù)本省情況決定,制度設(shè)計(jì)要由省級(jí)政府進(jìn)行。
[Abstract]:This paper discusses the deficiency of vertical transfer payment in China, and puts forward a tentative plan to construct the horizontal transfer payment system in China. Based on the analysis, this paper holds that the equalization effect of vertical transfer payment in China is controversial, distorts the behavior of local government, does not increase the effective supply of public goods, and the efficiency of transfer payment funds needs to be improved. On this basis, the paper puts forward the tentative idea of constructing horizontal transfer payment in China. The policy goal of horizontal transfer payment is still equalization of financial resources and basic public services. However, more emphasis should be placed on ensuring the supply of public goods with spillover nature within the jurisdiction. At the government level where horizontal transfer payment is implemented, it is suggested that horizontal transfer payment between counties be carried out at the provincial level. The specific transfer payment formula or fund allocation may be decided by each province according to the situation of the province. System design should be carried out by provincial government.
