株洲市蘆淞區(qū)農(nóng)業(yè)補(bǔ)貼政策和成效研究

【摘要】:當(dāng)前,我國經(jīng)濟(jì)結(jié)構(gòu)開始轉(zhuǎn)型,非農(nóng)產(chǎn)業(yè)迅速崛起,成為左右經(jīng)濟(jì)發(fā)展的新的決定性力量。這一階段,農(nóng)業(yè)本身具有的弱質(zhì)性、風(fēng)險(xiǎn)性、低收益性導(dǎo)致了農(nóng)業(yè)從業(yè)人員銳減、種植面積萎縮、發(fā)展可持續(xù)性不足等一系列問題,需要政府出臺(tái)農(nóng)業(yè)補(bǔ)貼政策對(duì)農(nóng)業(yè)進(jìn)行支持。株洲市蘆淞區(qū)作為中國農(nóng)業(yè)發(fā)展的一個(gè)縮影,出臺(tái)了一系列的農(nóng)業(yè)支持政策,并取得了一定的成效,但也存在很多問題,迫切要求在一定理論指導(dǎo)下對(duì)現(xiàn)行農(nóng)業(yè)補(bǔ)貼政策進(jìn)行調(diào)整。從目前的理論研究來看,主要是宏觀層面的,對(duì)蘆淞區(qū)農(nóng)業(yè)補(bǔ)貼政策改革借鑒意義有限。 基于此,本文運(yùn)用文獻(xiàn)檢索、資料搜集、理論分析與實(shí)證分析相結(jié)合等研究方法,以微觀層面的蘆淞區(qū)的農(nóng)業(yè)補(bǔ)貼政策為研究對(duì)象,這對(duì)于蘆淞區(qū)農(nóng)業(yè)補(bǔ)貼政策的改革乃至完善我國的農(nóng)業(yè)補(bǔ)貼體系都有較強(qiáng)的理論意義和現(xiàn)實(shí)指導(dǎo)意義。 本文首先梳理了國內(nèi)外關(guān)于農(nóng)業(yè)補(bǔ)貼研究的現(xiàn)狀,接著對(duì)國內(nèi)外農(nóng)業(yè)補(bǔ)貼政策進(jìn)行了比較分析。在此基礎(chǔ)上,對(duì)蘆淞區(qū)農(nóng)業(yè)補(bǔ)貼的具體政策及成效、作用與功能進(jìn)行了評(píng)析,最后指明現(xiàn)行農(nóng)業(yè)補(bǔ)貼政策的局限性,并在相關(guān)理論的指導(dǎo)下提出了相關(guān)的政策建議。本文認(rèn)為,蘆淞區(qū)農(nóng)業(yè)補(bǔ)貼政策對(duì)于增強(qiáng)當(dāng)?shù)剞r(nóng)業(yè)的抵御風(fēng)險(xiǎn)能力、提高農(nóng)民收入、促進(jìn)農(nóng)民生產(chǎn)積極性,推動(dòng)當(dāng)?shù)剞r(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整等方面有積極意義,但仍存在一系列的問題,需要從多個(gè)方面進(jìn)行調(diào)整。具體而言:一要制定合理的農(nóng)業(yè)補(bǔ)貼總目標(biāo),明確農(nóng)業(yè)補(bǔ)貼政策改革的方向;二要加強(qiáng)農(nóng)業(yè)補(bǔ)貼的立法建設(shè),保障農(nóng)業(yè)補(bǔ)貼政策有法可依;三要調(diào)整農(nóng)業(yè)補(bǔ)貼結(jié)構(gòu),加大重點(diǎn)領(lǐng)域的補(bǔ)貼力度;四要提高農(nóng)業(yè)補(bǔ)貼總體水平,充分發(fā)揮“綠箱”和“黃箱”政策作用;五要改革農(nóng)業(yè)補(bǔ)貼方式,提高農(nóng)業(yè)補(bǔ)貼效率;六要建立農(nóng)業(yè)保險(xiǎn)補(bǔ)貼制度,完善農(nóng)業(yè)補(bǔ)貼機(jī)制,推動(dòng)農(nóng)業(yè)的發(fā)展。
[Abstract]:At present, the economic structure of our country begins to transform, the non-agricultural industry rises rapidly, becomes the new decisive force which influences the economic development. At this stage, agriculture itself has a series of problems, such as weak quality, risk, and low profitability, which lead to a sharp decline in the number of agricultural employees, shrinking planting area, and insufficient sustainability of development. Need the government to issue agricultural subsidy policy to carry on support to agriculture. As a microcosm of China's agricultural development, Zhuzhou City's Lusong District has issued a series of agricultural support policies and achieved certain results, but there are also many problems. It is urgent to adjust the current agricultural subsidy policy under the guidance of certain theory. From the point of view of current theoretical research, it is mainly macro-level, which is of limited significance to the reform of agricultural subsidy policy in Lusong area. Based on this, this paper uses the methods of literature retrieval, data collection, theoretical analysis and empirical analysis to study the agricultural subsidy policy of Lusong District at the micro level. This is of great theoretical and practical significance to the reform of agricultural subsidy policy in Lusong area and even to the improvement of agricultural subsidy system in our country. This paper firstly combs the current situation of agricultural subsidy research at home and abroad, and then makes a comparative analysis of agricultural subsidy policy at home and abroad. On this basis, the specific policies, effects, functions and functions of agricultural subsidies in Lusong area are analyzed. Finally, the limitations of the current agricultural subsidy policies are pointed out, and the relevant policy suggestions are put forward under the guidance of relevant theories. This paper holds that the policy of agricultural subsidy in Lusong area has positive significance in strengthening the ability of local agriculture to resist risks, raising farmers' income, promoting farmers' enthusiasm for production, and promoting the adjustment of local agricultural industrial structure, etc. However, there are still a series of problems, which need to be adjusted from many aspects. To be specific: first, to formulate a reasonable overall goal of agricultural subsidies, and to clarify the direction of the reform of agricultural subsidy policies; second, to strengthen the legislative construction of agricultural subsidies to ensure that the agricultural subsidy policy has laws to be followed; and third, to adjust the structure of agricultural subsidies. To increase subsidies in key areas; fourth, to improve the overall level of agricultural subsidies and give full play to the role of the "green box" and "yellow box" policies; fifthly, to reform the way of agricultural subsidies and improve the efficiency of agricultural subsidies; and, sixthly, to establish an agricultural insurance subsidy system. Improve the agricultural subsidy mechanism to promote the development of agriculture.
