【摘要】：正本文運(yùn)用比較分析法,分析了英美法系的美國(guó)、澳大利亞和大陸法系的法國(guó)、日本四國(guó)的地方債管理經(jīng)驗(yàn)。通過(guò)分析對(duì)比這些高國(guó)民收入水平國(guó)家的地方債管理經(jīng)驗(yàn),并結(jié)合我國(guó)地方政府債務(wù)管理實(shí)際,進(jìn)而從改革過(guò)程監(jiān)控、增加地方債務(wù)透明度、加強(qiáng)風(fēng)險(xiǎn)評(píng)估與信用評(píng)級(jí),建立健全問(wèn)責(zé)、追責(zé)機(jī)制四個(gè)方面提出改革建議。一、地方政府債務(wù)問(wèn)題的研究概況(一)我國(guó)地方政府債務(wù)歷史沿革及主要政策。
[Abstract]:This paper uses comparative analysis to analyze the experience of local debt management in the four countries of Anglo-American law, Australia and civil law, such as France and Japan. By analyzing and comparing the experiences of local debt management in these countries with high national income level, and combining with the actual situation of local government debt management in China, we can monitor the reform process, increase the transparency of local debt, strengthen risk assessment and credit rating. To establish and improve accountability, accountability mechanism to put forward four aspects of reform proposals. First, the research survey of local government debt (1) the history and main policies of local government debt in China.
