【摘要】：農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營是市場(chǎng)經(jīng)濟(jì)發(fā)展的成果，順應(yīng)了現(xiàn)代農(nóng)業(yè)的發(fā)展潮流，是當(dāng)前解決“三農(nóng)”問題的有效手段。新疆農(nóng)業(yè)產(chǎn)業(yè)化的發(fā)展關(guān)乎地區(qū)經(jīng)濟(jì)發(fā)展和社會(huì)穩(wěn)定的大局。經(jīng)過長(zhǎng)期的實(shí)踐，新疆農(nóng)業(yè)產(chǎn)業(yè)化發(fā)展成果顯著，但是其發(fā)展仍面臨著諸多的困境，其中資金的缺乏是主要問題。農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營諸多的公共物品屬性，使得財(cái)政的政策扶持不可缺少，同時(shí)財(cái)政還具有引導(dǎo)社會(huì)資金流動(dòng)的作用，因此研究新疆農(nóng)業(yè)產(chǎn)業(yè)化的財(cái)政支持意義重大。 本文首先以文獻(xiàn)資料為基礎(chǔ)，整體把握財(cái)政扶持農(nóng)業(yè)產(chǎn)業(yè)化的脈絡(luò)，通過新疆財(cái)政支持農(nóng)業(yè)產(chǎn)業(yè)化的現(xiàn)狀分析，了解新疆財(cái)政支持農(nóng)業(yè)產(chǎn)業(yè)化的對(duì)象選擇、方式選擇等細(xì)節(jié)。 其次通過建立農(nóng)業(yè)產(chǎn)業(yè)化水平評(píng)價(jià)指標(biāo)體系，運(yùn)用多遠(yuǎn)統(tǒng)計(jì)方法中的因子分析法評(píng)價(jià)新疆農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營水平，運(yùn)用回歸分析考察財(cái)政農(nóng)業(yè)支出水平與農(nóng)業(yè)產(chǎn)業(yè)化水平間的相關(guān)關(guān)系，認(rèn)為新疆農(nóng)業(yè)產(chǎn)業(yè)化水平呈現(xiàn)不斷提高的趨勢(shì)，，各地區(qū)農(nóng)業(yè)產(chǎn)業(yè)化水平呈現(xiàn)區(qū)域性差異，新疆農(nóng)業(yè)產(chǎn)業(yè)化水平與財(cái)政農(nóng)業(yè)支出水平之間存在正相關(guān)關(guān)系。通過對(duì)各地州市區(qū)域資源差異的分析，掌握各地州市農(nóng)業(yè)產(chǎn)業(yè)化水平差異的來源。 最后，結(jié)合分析結(jié)果及新疆財(cái)政扶持農(nóng)業(yè)產(chǎn)業(yè)化發(fā)展存在的問題提出相關(guān)對(duì)策建議：明確財(cái)政支持農(nóng)業(yè)產(chǎn)業(yè)化的重點(diǎn)和方向；創(chuàng)新財(cái)政支持農(nóng)業(yè)產(chǎn)業(yè)化發(fā)展的方式；加強(qiáng)財(cái)政扶持政策效果的評(píng)價(jià)與監(jiān)督。
[Abstract]:Agricultural industrialization is the result of the development of the market economy, conforms to the trend of the development of modern agriculture and is an effective means to solve the problem of "three rural". The development of agricultural industrialization in Xinjiang is related to the overall situation of regional economic development and social stability. After a long period of practice, the development of agricultural industrialization in Xinjiang is remarkable, but its development still remains. Facing many difficulties, the lack of funds is the main problem. The property of public goods in the agricultural industrialization management makes the financial policy support indispensable and the finance also has the role of guiding the flow of social funds. Therefore, it is of great significance to study the financial support of the agricultural industrialization of Xinjiang.
This article, based on the literature, is based on the overall grasp of the context of financial support for agricultural industrialization, and through the analysis of the current situation of Xinjiang's financial support for agricultural industrialization, to understand the selection and selection of agricultural industrialization in Xinjiang.
Secondly, through the establishment of agricultural industrialization level evaluation index system, the agricultural industrialization management level in Xinjiang is evaluated by the factor analysis method in the multi remote statistical method. The correlation relationship between the level of financial agricultural expenditure and the level of agricultural industrialization is investigated by regression analysis. It is considered that the agricultural industrialization level of Xinjiang is constantly increasing. Regional agricultural industrialization level shows regional differences, and there is a positive correlation between the level of agricultural industrialization and the level of fiscal and agricultural expenditure in Xinjiang. Through the analysis of regional resources differences in various prefectures and prefectures, the sources of the differences in the level of agricultural industrialization in various prefectures and prefectures are mastered.
Finally, combined with the results of the analysis and the problems existing in Xinjiang's financial support for the development of agricultural industrialization, the relevant countermeasures and suggestions were put forward: the focus and direction of financial support for agricultural industrialization; the way of innovative financial support for the development of agricultural industrialization; and the evaluation and supervision of the effect of financial support policy.
