【摘要】：京津冀協(xié)同發(fā)展的根本取向是低碳綠色發(fā)展。以治理大氣污染為導(dǎo)向,以能源革命為保障條件,帶動經(jīng)濟(jì)社會全面、協(xié)調(diào)、持續(xù)發(fā)展,是京津冀協(xié)同發(fā)展的客觀要求。治理京津冀大氣污染,需要按照節(jié)能減排目標(biāo),淘汰落后產(chǎn)能,改造提升產(chǎn)業(yè)結(jié)構(gòu),調(diào)整優(yōu)化能源結(jié)構(gòu),提高能源利用效率,控制和減少污染物排放。實現(xiàn)"治污帶動發(fā)展,發(fā)展促進(jìn)治污"的京津冀協(xié)同發(fā)展,不僅需要技術(shù)支持,更需要資金支持。在多渠道資金投入保障機(jī)制方面,必須搞好財政金融政策協(xié)同配合,在注重發(fā)揮財政政策引導(dǎo)能力和支持作用的同時,更加注重發(fā)揮市場的決定作用,發(fā)揮多層次資本市場融資功能,多渠道引導(dǎo)金融機(jī)構(gòu)、實體企業(yè)、社會資金,積極投入到節(jié)能減排和產(chǎn)業(yè)結(jié)構(gòu)改造升級中,為治理京津冀大氣污染,實現(xiàn)京津冀協(xié)同發(fā)展提供相應(yīng)的資金保障。
[Abstract]:The basic orientation of Beijing, Tianjin and Hebei coordinated development is low carbon green development. It is an objective requirement for Beijing, Tianjin and Hebei to coordinate the development of Beijing, Tianjin and Hebei in a comprehensive, coordinated and sustainable way by taking the air pollution control as the guide and the energy revolution as the guarantee condition. In order to control air pollution in Beijing, Tianjin and Hebei, it is necessary to eliminate backward production capacity, improve industrial structure, adjust and optimize energy structure, improve energy use efficiency, and control and reduce pollutant emissions according to the goal of energy saving and emission reduction. The coordinated development of Beijing, Tianjin and Hebei requires not only technical support, but also financial support. In the aspect of the multi-channel fund investment guarantee mechanism, we must do a good job in the coordination of fiscal and financial policies, and pay more attention to giving play to the decisive role of the market while giving full play to the guiding and supporting role of fiscal policies. Give full play to the multi-level capital market financing function, guide financial institutions, entity enterprises, and social funds through various channels, actively invest in energy saving and emission reduction and upgrading of industrial structure, in order to control air pollution in Beijing, Tianjin and Hebei. To achieve Beijing, Tianjin and Hebei coordinated development to provide the corresponding funding guarantee.
